CHAPTER 17

70 - C-2 ZONE, HEAVY COMMERCIAL

17.70.010 - Purpose.

The principal purpose of this zoning district is to provide for heavy commercial uses in locations which are suitable and appropriate taking into consideration land uses on adjacent or nearby properties, access to a major street or highway, or other means of transportation, and the availability of public utilities.

17.70.020 - Permitted uses.

A.

Any permitted or conditional use in the C-1 zone, excluding MHP and MF-7, with the following stipulations:

1.

Wholesale establishments, provided all such activity (except for loading and unloading) is conducted within a completely enclosed building (see Section 17.70.030, conditional uses).

2.

Lumberyards and building supplies, provided all such activity (except for loading and unloading) is conducted within a completely enclosed building (see Section 17.70.030, conditional uses).

3.

Construction yard and equipment yard, for storage of operational equipment only, provided all such activity (except for loading and unloading) is conducted within a completely enclosed building (see Section 17.70.030, conditional uses).

B.

Call centers and computer centers.

C.

Cabinet and carpenter shops.

D.

Cold storage, meat processing (no slaughtering).

E.

Express, messenger and courier companies, office and dispatch only.

F.

Frozen food lockers and ice distributing stations.

G.

Plumbing and electrical supply shops.

H.

Printing, lithography and publishing establishments.

I.

Stone monument sales (no outdoor sandblasting).

J.

Surplus stores.

K.

Tack shops and feed stores.

L.

Taxidermist.

M.

Tinsmith shops.

N.

Upholstery shops.

O.

Veterinary clinics and hospitals.

P.

Welding and blacksmith shops or machine shops, not causing noxious fumes or odors and conducted entirely within an enclosed structure.

Q.

Accessory buildings and uses customarily incidental to the above uses.

R.

Recyclable materials collection centers confined to an enclosed structure.

S.

Light manufacturing, provided all such manufacturing activities as well as related storage shall be conducted within a completely enclosed building. All such manufacturing activities shall be free from noise, odor or visible emissions when measured at the property lines.

T.

Any such other uses which are determined by minute order of the planning and zoning commission to be similar to those uses listed above and not detrimental to the public health, safety and general welfare in surrounding areas and which do not create any offensive noise, vibration, smoke, dust, odor, heat or glare and which by reason of high value in relation to size and weight of merchandise received and shipped, create very little truck traffic.

17.70.030 - Conditional uses (conditional use permit required).

A.

All commercial broadcasting and receiving antennas.

B.

Express companies, warehouses and garages.

C.

Gasoline or flammables bulk station.

D.

Light manufacturing (outdoor storage yard).

E.

Recyclable materials collection centers (outdoor storage yard).

F.

Veterinary hospitals that board animals.

G.

Wholesale establishments (outdoor storage yard) and distribution centers.

H.

Lumberyards and building supplies (outdoor storage yard).

I.

Construction yard and equipment yard (outdoor storage yard), including the manufacture of material such as concrete and asphalt and the storage of aggregates excluding the warehousing and storage of explosives and junk.

J.

Warehousing and storage (outdoor storage yard), including public utilities materials and equipment storage, excluding the warehousing and storage of explosives and junk.

K.

Public warehouses, including mini-storage complexes, provided all such activity (except for loading and unloading) is conducted within a completely enclosed building.

L.

Waste control facility including all equipment necessary to collect and dispose of garbage, trash, and the like (does not include sanitary landfills).

M.

Any such other uses which are determined by minute order of the planning and zoning commission to be similar to those uses listed above and not detrimental to the public health, safety and general welfare in surrounding areas and which do not create any offensive noise, vibration, smoke, dust, odor, heat or glare and which by reason of high value in relation to size and weight of merchandise received and shipped, create very little truck traffic.

17.70.040 - Property development standards.

A.

Minimum lot area: Seven thousand five hundred (7,500) square feet.

B.

Minimum average lot width: Seventy (70) feet.

C.

Minimum lot frontage: Thirty (30) feet.

D.

Minimum front yard: Ten feet.

E.

Minimum side yard: Five feet, except on corner lots, the street side yard shall equal the front yard. Yards of less than five feet may be allowed by a conditional use permit.

F.

Minimum rear yard: Five feet, except that yards of less than five feet may be allowed by a conditional use permit.

G.

Minimum dwelling/building size: None.

H.

Maximum building height: Twenty-five (25) feet, except that heights over twenty-five (25) feet may be allowed by conditional use permit.

I.

Maximum lot coverage: None.

J.

Screening: All commercial uses shall be screened from any adjacent noncommercial or nonindustrial zone by a solid masonry or solid wood fence six feet in height, or of a height or material as allowed or required by the planning and zoning commission, subject also to the fence height regulations established in Chapter 17.28 of this title.
