ZONING MAP
(a)
In order to more effectively protect and promote the general welfare and to accomplish the purposes of this chapter, the city is divided into districts of such number, shape and area and of such common unity of purpose and use, that the common rights and interests of all will be protected.
(b)
The areas assigned to these districts, the designation of same and the boundaries of said districts shown upon the maps hereto attached and made a part of this chapter are hereby established, said maps being designated as the "zoning district maps" and said maps and the proper notations, references and other information shown thereon, shall be as much a part of this chapter as if the matters and information set forth by said maps were fully described herein. Each district shall be subject to the regulations stipulated in this chapter.

The water surface and the land under the water surface of all canals, rivers, waterways, ponds, lakes and other water areas in the city not otherwise zoned, are hereby placed in the same zoning district as the land which it abuts as shown on the zoning district maps. Where the zoning districts shown on the zoning district maps are different on opposite sides of the water area then the kind of zoning district on each side shall extend to the centerline or midpoint of the water area. For convenience of mapping and clarity, the zoning of water areas is not shown on the zoning district maps but is determined by the provision of this section.

Where a street or alley shown on a zoning district map is hereafter officially vacated by replotting or otherwise, the land formally in such street or alley right-of-way shall be included within the zoning district of adjoining property on either side of said vacated street or alley. In the event such street or alley was district boundary between two (2) or more different zoning districts, the new district boundary shall be the former centerline of such vacated street or alley.

(a)
Unless otherwise shown, the district boundaries are street lines, alley lines or the subdividing or boundary lines of recorded plats or the extensions thereof, and where the districts designated on maps accompanying and made a part of this chapter are approximately bounded by street lines, alley, lines or the subdividing or boundary lines of recorded plats, such lines or the extensions thereof shall be considered to be district boundaries.
(b)
Where due to the scale or illegibility of the district map or due to the absence of a street, alley or recorded subdividing of plat lines there is any uncertainty, contradiction or conflict as to intended location of any district boundary, the city commission shall have the power and duty of interpreting the intent of said district map so as to determine and designate the proper location for such district boundary in accordance with the spirit and purpose of this chapter.

(a)
All areas hereafter annexed into the City of Sunrise shall be designated the city's zoning districts which most closely resembles the more restrictive of the land use designation of the effective land use plan or the zoning district previously applicable for the annexed area(s) under the requirements of the previous jurisdiction.
(b)
For an annexed area, where there is a conflict between the zoning district and the land use designation under a duly adopted land use plan, the land use designation shall prevail.
(c)
The city commission, at the time of annexation, shall assign the zoning district applicable to the annexed area consistent with the requirements of this chapter.

Overlay districts are subdistricts of the underlying zoning district. An overlay district incorporates a substantial portion of the permitted uses and regulations of the underlying district but, due to special conditions that exist within the overlay district, certain uses and regulations may be specifically tailored to promote the city's comprehensive planning objectives for an area. Older commercial areas of the city existing structures and sites tend to be nonconforming with current district regulations for parking, landscaping, setbacks and garbage container enclosures. Special consideration to site constraints may be given when establishing regulations for these districts. Where there is a conflict between the provisions of the underlying district and the overlay district, the provisions of the overlay district supersede the provisions of the underlying district to the extent of the conflict.
