ZONING DISTRICTS ESTABLISHED; ZONING MAP
(a)
Purpose. The purpose of this section is to establish the zoning districts which directly implement the 2010 Comprehensive Plan. Based on the policy and purposes of this chapter, the following districts are consistent with the land use element of the 2010 Comprehensive Plan, as amended.
(b)
List of zoning districts. For the purpose of this chapter, the city is hereby divided into districts designated as follows:

Standards and regulations. The districts are defined, along with implementing standards and development regulations in article IV.

(a)
The city is hereby divided into zones, or districts, as shown on the official zoning map which, together with all explanatory matter thereon, is hereby adopted by reference and declared to be a part of this chapter.
(b)
As changes are made in district boundaries or other matter portrayed on the official zoning map, such changes shall be entered upon the official zoning map only after the amendment affecting such changes has been adopted and has become effective. Changes in zoning classification from one zoning district to another may occur without amendment of the future land use map of the 2010 Comprehensive Plan, only if such changes in zoning classification are consistent with the 2010 Comprehensive Plan.
(c)
Where uncertainty exists as to the boundaries of districts as shown on the official zoning map, the following rules shall apply:
(1)
Boundaries indicated as approximately following the centerline of streets, highways, or alleys shall be construed to follow such centerlines;
(2)
Boundaries indicated as approximately following urban service boundaries shall be construed as following such boundary lines;
(3)
Boundaries indicated as approximately following city and county jurisdictional limits shall be construed as following such city and county jurisdictional limits;
(4)
Where district boundaries are indicated by specific dimensions, such specific dimensions shall control;
(5)
Boundaries indicated as following shorelines shall be construed to follow such shorelines, and in the event of change in the shoreline shall be construed as moving with the actual shoreline; boundaries indicated as approximately following the centerline of streams, rivers, canals, lakes or other bodies of water shall be construed to follow such centerlines;
(6)
Boundaries indicated as parallel to or extensions of features indicated in subsections (c)(1) through (5) of this section shall be so construed. Distances not specifically indicated on the official zoning map or contained in the legal description contained in the ordinance to amend the official zoning map shall be determined by the scale of the map;
(7)
Boundaries indicated as following parcel boundaries shall be considered to follow such parcel boundaries;
(8)
Where physical features existing on the ground are at variance with those shown on the official zoning map, or in other circumstances not covered by subsections (c)(1) through (6) of this section, the land use administrator shall interpret the district boundaries. An affected property owner or his agent shall have the right to appeal such decision to the city-county planning commission; and
(9)
In case of a right-of-way abandonment, where a district boundary is indicated as following the right-of-way line, such boundary shall be construed as moving to the centerline of the former street.
