- ESTABLISHMENT OF ZONING DISTRICTS AND BOUNDARIES
For the purpose of this chapter, the city is hereby divided into land use zoning districts, as follows:

The location and boundaries of the land use zoning districts established by this chapter are bounded and defined as shown on the official zoning districts map available through the planning department and may be referred to variously as the zoning district map or the official zoning map. The official zoning map shall be kept and maintained by the city and shall be available for inspection and examination by the general public at all reasonable times as any other public record.

Where uncertainty exists as to the boundaries of districts as shown on the zoning map, the following rules shall apply:
(1)
Boundaries indicated as approximately following the centerlines of streets, highways and alleys shall be construed as following such centerline.
(2)
Boundaries indicated as approximately following platted lot lines shall be construed as following such lot lines.
(3)
Boundaries indicated as approximately following city limits shall be construed as following city limits.
(4)
Boundaries indicated as following railroad lines shall be construed to be midway between the main tracks.
(5)
Boundaries indicated as parallel to or extensions of features mentioned in the preceding rules shall be so construed.
(6)
In circumstances not covered by the preceding rules, the board of adjustment shall interpret the district boundaries.

(a)
All new additions and annexations of land to the city shall be in an R-1 Rural Residential District, unless otherwise classified by the city board of directors.
(b)
The city board of directors shall instruct the city planning commission to study and make recommendations concerning the use of land within said annexation to promote the general welfare and in accordance with the comprehensive city plan, and upon receipt of such recommendations, the city board of directors may, after public hearings as required by law, establish other district classifications of said annexation; provided, however, that this shall not be construed as preventing the city planning commission from holding public hearings prior to annexation and recommending various district classifications at the time of said annexation.

Whenever any street, alley, or other public easement is vacated, the district classification of the property to which the vacated portions of land accrue shall become the classification of the vacated land.
