PURPOSE AND INTENT
This ordinance is adopted for the purposes of:
2.1.1. Securing adequate light, pure air, water and safety from fire and other dangers;
2.1.2. Conserving the value of land and buildings throughout the municipality;
2.1.3. Lessening or avoiding the congestion in the public streets;
2.1.4. Lessening and avoiding the hazards to person and damage to property resulting from the accumulation of runoff of storm or flood waters;
2.1.5. Preserving and enhancing aesthetic values; and
2.1.6. Promoting the public health, safety, comfort, morals, and welfare in accordance with a well-considered and comprehensive plan for the use and development of all property throughout the village.
To these ends, this ordinance is intended to accomplish certain objectives by:
2.2.1. Dividing the entire Village of Vernon Hills into districts for the purposes of this ordinance;
2.2.2. Classifying and regulating within each district the construction, location, reconstruction, alteration and use of buildings, structures and land, whether for residential, business, or other specified uses;
2.2.3. Regulating and limiting the intensity of use of lot area, and regulating and determining the area of open spaces surrounding buildings;
2.2.4. Establishing, regulating and limiting the building or setback lines along streets, trafficways, drives, parkways, or storm or flood water runoff channels or basins, and property lines;
2.2.5. Preventing the overcrowding of land by regulating and limiting the height and bulk of buildings;
2.2.6. Establishing standards to which buildings or structures shall conform;
2.2.7. Prohibiting uses, buildings or structures incompatible with the character of such districts, respectively;
2.2.8. Preventing additions to and alteration or remodeling of existing buildings or structures in such a way as to avoid the restrictions and limitations imposed under this ordinance;
2.2.9. Providing controls governing the continuation of the existing uses, buildings, and structures, which are incompatible with the character of the district in which they are located;
2.2.10. Providing for the eventual elimination of structures and uses which are incompatible with the character of the district in which they are located;
2.2.11. Defining the powers and duties of the administrative officers and bodies as provided in this ordinance; and
2.2.12. Prescribing penalties for the violation of the provisions of this ordinance, or of any amendment thereto.
