B. - COS-1 CONSERVATION OPEN SPACE DISTRICT
The COS-1 Conservation Open Space District is intended to encourage the use of land for open space preservation and enhancement; to protect the public health, safety, comfort and welfare and reduce the financial burdens imposed on the village and its individuals which may result from improper use of lands which may be subject to periodic flooding or erosion or areas with a potential for generating sedimentation; to protect natural resources such as woodlands and wildlife areas, wetlands and marshes with [which] constitute water retention or recharge areas; to preserve or provide for scenic vistas; and to provide for recreational activities and areas of educational value. It is intended to be applied to publicly held lands, or those which have been voluntarily limited to such uses by special permit, covenant, easement or dedication.

14B.2.1. The following uses are permitted in the COS-1 Conservation Open Space District:
14B.2.1.1. Botanical, flower and community gardens
14B.2.1.2. Hiking and bicycle trails
14B.2.1.3. Parks and playgrounds
14B.2.1.4. Public utility rights-of-way
14B.2.1.5. Railroad rights-of-way
14B.3.1. Upon recommendation by the planning and zoning commission, after public hearing on a petition pertaining thereto, in accordance with the requirements set forth for hearing in section 21.6 of this ordinance, the corporate authorities of the village may, by special use permit, allow the following uses in the COS-1 Conservation Open Space District:
14B.3.1.1. Community centers
14B.3.1.2. Golf courses, but not including miniature golf or driving ranges
14B.3.1.3. Public environmental education centers
14B.3.1.4. Recreational facilities, including tennis courts, ball fields and shelters and concession stands
14B.3.1.5. Public schools, elementary and high; and private schools having the same curriculum as ordinarily given in public schools; provided, that no rooms shall be used for housing or sleeping purposes

14B.4.1. Specific district requirements, other than use (such as, but not limited to: lot area, floor area ratio, height, and minimum required yards and signs) shall be those established on a site plan to be approved by the village board after consideration and recommendation by the planning and zoning commission, provided such requirements are consistent with the purpose of the Conservation Open Space District and provided further that any potential adverse impact on the surrounding properties resulting from the establishment and operation of the proposed use and/or structure is minimized by design, architectural treatment, screening, landscaping and/or placement on the site.
