ARTICLE TWELVE

R-7 MULTIPLE-FAMILY DWELLING DISTRICT

Sec. 12.1.- Purpose.

The R-7 Multiple-Family Dwelling District is intended to provide for multiple-family dwellings in an area of the village where a full range of urban services can be provided.

Sec. 12.2. - Permitted uses.

12.2.1. Multiple-family dwellings.

12.2.2. Houses of worship, convents, rectories, parsonages, parish houses and monasteries, including nursery schools sponsored by and operated within the sponsor's buildings.

12.2.3. Parks, playgrounds and forest preserves owned by public agencies.

12.2.4. Accessory uses, subject to the provisions of Article Four.

12.2.5. Off-street parking facilities as required or permitted by Article Nineteen.

Sec. 12.3. - Special uses.

Upon recommendation by the planning and zoning commission, after public hearing on a petition pertaining thereto, in accordance with the requirements set forth for hearing in section 21.6 of this ordinance, the corporate authorities of the village may, by special use permit, allow the following uses in the R-7 Single-Family Residence District:

12.3.1. Any public building erected or leased by any department of a municipality, county, state or federal government;

12.3.2. Day care center, operated by a not-for-profit group, as an accessory use, in a house of worship or public building.

12.3.3. Assisted living facility.

12.3.4. Congregate housing for the elderly.

12.3.5. Public schools, elementary and high; and private schools having the same curriculum as ordinarily given in the public schools; provided that no rooms shall be regularly used for housing or sleeping purposes.

Sec. 12.4. - Lot area and intensity of use.

Except as provided in Article Four, every lot or tract of land upon which a building is erected or maintained shall have:

12.4.1. For multiple-family dwellings:

12.4.1.1. An area of not less than 3,000 square feet of land for each dwelling unit; except that not less than 1,100 square feet of land for each dwelling unit may be allowed for senior housing if constructed prior to July 16, 1991;

12.4.1.2. A minimum width of not less than 200 feet; and

12.4.1.3. A minimum lot size of 120,000 square feet of land area.

12.4.2. For all other uses:

12.4.2.1. An area of not less than two acres; and

12.4.2.2. A minimum width of not less than 200 feet.

Sec. 12.5. - Height regulations.

No building hereinafter erected shall exceed three stories nor shall it exceed 35 feet, except as provided in Article Four.

Sec. 12.6. - Yard regulations.

Except as provided in Article Four, no building shall be erected or enlarged and no use shall be maintained, unless the following yards are provided:

12.6.1. For multiple-family dwellings:

12.6.1.1. A front yard of not less than 30 feet;

12.6.1.2. A side yard of not less than 30 feet on each side of a building;

12.6.1.3. A rear yard of not less than 30 feet or 20 percent of the depth of the lot, whichever is greater; and

12.6.1.4. A minimum of 30 feet separating all buildings.

12.6.2. For all other uses:

12.6.2.1. A front yard of not less than 65 feet;

12.6.2.2. A side yard of not less than 25 feet on each side of the building; and

12.6.2.3. A rear yard of not less than 50 feet, or 20 percent of the depth of the lot, whichever is greater.

Sec. 12.7. - Other regulations.

12.7.1. Signs shall be in accordance with the provisions of the Vernon Hills Sign Control Ordinance[, Chapter 19 of the Village Code].

12.7.2. Off-street parking and loading facilities shall be provided as required in Article Nineteen.

12.7.3. Refuse or trash collection areas shall be provided at the rear of each structure or positioned in or near the common parking lot or a driveway, as recommended by the planning and zoning commission; and shall be completely screened from view on all sides, with solid fencing of either wood or masonry construction, to a height of seven feet; and shall include concrete pad and an operable door of adequate width. Each such refuse area shall be provided with closed and covered trash containers of a type and size as required by village ordinances pertaining thereto. It shall be the responsibility, either separate or joint, of the owner and/or manager of the structure to ensure that the refuse areas are kept in a neat and well-ordered manner at all times. The owner and/or manager of the structure shall ensure that any spillover at the time of refuse removal is promptly and properly cleaned up, and that refuse is removed on a regular basis according to village ordinances pertaining thereto.
