CHAPTER 7

INDUSTRIAL ZONES

5-7-1: D1 LIGHT INDUSTRIAL ZONE:

   A.   Definition: D1 light industrial zones shall include tracts devoted to light industrial uses which do not result in offensive noises, odors, smoke or other offensive conditions, and shall be designated as D1 zones.
   B.   Permitted Uses: The following uses shall be permitted in all class D1 zones:
All uses permitted in C2 zones excluding those prohibited in section 5-7-3 of this chapter.
Bag, carpet and rug cleaning, providing necessary equipment is installed and operated for the effective precipitation or recovery of dust.
Blacksmith, welding or other metal working shops, excluding punch presses of over twenty (20) tons' rated capacity, drop hammers and other machine operated tools producing excessive noise, as determined at the property line by the commission.
Cement and concrete sales establishments.
Commercial packing sheds for farm crops.
Experimental film or testing laboratories, provided no operation shall be conducted, or equipment used which would create hazards and/or noxious or offensive conditions.
Foundries, casting lightweight nonferrous metals or electric foundries not causing noxious fumes or odors.
Ice manufacturing and cold storage plants, creamery and bottling plants and distribution stations.
Machine shops.
Manufacturing facilities for bakery goods, candy, cosmetics, pharmaceuticals, toiletries and food products, excluding fish or meat products, sauerkraut, vinegar, yeast and rendering or refining of fats or oils.
Manufacturing facilities for food products.
Manufacturing facilities for musical instruments, toys, novelties, rubber or metal stamps and other small rubber products.
Manufacturing facilities for optical goods, scientific and precision instruments.
Manufacturing of electric and neon signs, billboards and other commercial advertising structures; light sheet metal products including heating and ventilating equipment, cornices and eaves.
Residence used for security or operational purposes tied directly to the use of the property.
Storage and sale of grain, livestock feed or fuel, provided that dust is effectively controlled.
Sugar beet dumps.
Underground storage facilities for inflammable liquids.
Other uses deemed similar to the uses above may be considered.
   C.   Special Uses: The commission may, after notice and public hearing, recommend, and the board may permit, the following uses. The board shall have the authority to impose such conditions and safeguards as it deems necessary to protect the best interests of the surrounding property or neighborhood from damage, hazard, nuisance or other detriment:
All special uses as may be permitted in the C2 zone, except for those enumerated in section 5-7-3 of this chapter.
Other uses deemed similar to the uses above may be considered under a special use application. (Ord. 51, 9-2-2003)

5-7-2: D2 HEAVY INDUSTRIAL ZONE:

   A.   Definition: D2 heavy industrial zones shall include tracts devoted to heavy industry and shall be designated as D2 zones.
   B.   Permitted Uses: The following uses shall be permitted in all D2 zones:
Factory or industrial operations not permitted in other zones.
Kennels.
Residence used for security or operational purposes tied directly to the use of the property.
Veterinary or animal hospitals. (Ord. 51, 9-2-2003)
   C.   Special Uses: The commission may, after notice and public hearing, recommend and the board may permit the following uses. The board shall have the authority to impose such conditions and safeguards as it deems necessary to protect the best interests of the surrounding property or neighborhood from damage, hazard, nuisance or other detriment:
CAFOs.
Gas and oil well development.
Other uses deemed similar to the uses above may be considered under a special use application. (Ord. 51, 9-2-2003; amd. Ord. 67, 2-13-2012)

5-7-3: PROHIBITED USES:

The following uses shall be deemed to be prohibited in D1 and D2 zones:
Cemeteries.
Churches.
Daycare facilities.
Dwellings, apartment houses, hotels, motels, manufactured or mobile home parks and other residential uses; provided, however, that a dwelling or apartment for the residence of a caretaker or watchman or any other employee may be permitted if it is used in connection with an industrial use or building.
Hospitals, sanatoriums and nursing homes.
