CHAPTER 10

PARKING

5-10-1: OFF STREET PARKING:

   (A)   Minimum Requirement: There shall be provided at the time of the erection of any main building or structure, or at the time any main building or structure is enlarged or increased in capacity, or whenever there is a change in the use of the structure or building, a minimum off street parking space of nine feet by twenty feet (9' x 20'), with adequate provisions for ingress and egress by standard size automobiles as provided in this section.
   (B)   Parking Spaces: Parking spaces for other permitted or conditional uses not listed in this chapter shall be determined by the planning and zoning board at the time the conditional use is granted.

   (C)   Commercial And Industrial Uses: Each commercial and industrial use in any district shall provide an adequate off street loading and unloading space.
   (D)   Landscaping: A landscaping plan is required for all parking lots located in commercial or industrial zones. Such plan must be submitted at the time of the development application. A three foot (3') minimum buffer at the public way shall be provided for all parking areas of five (5) or more parking spaces.
   (E)   Drainage: Drainage shall be provided for on site. All parking and loading areas shall be provided for proper drainage of surface water to prevent the drainage of such water onto adjacent properties or walkways.
   (F)   Curb, Gutter And Sidewalks: Parking in commercial and industrial zones with five (5) or more spaces shall be separated from street parking by curb, gutter and sidewalks, which shall include landscaping as per subsection (D) of this section. Such plan must be part of the plans submitted to the building department.
   (G)   Combination Of Uses: Where there is a combination of uses on a lot, the required number of parking spaces shall be the sum of that found for each use.
   (H)   Location Of Lot: The parking spaces required by this chapter shall be provided on the same lot as the use or, where the exclusive use of such is provided on another lot, not more than five hundred feet (500') radially from the subject lot within the same or less restrictive zoning district.
   (I)   Accessible Spaces: Accessible parking spaces and passenger loading zones shall be provided in accordance with the building code. Passenger loading zones shall be designed and constructed in accordance with ICC A117.1.
   (J)   Parking Stall Dimensions: Parking stall dimensions shall be in accordance with subsections (J)1 and (J)2 of this section.
      1.   Width: A minimum width of nine feet (9') shall be provided for each parking stall.
   Exceptions:
         (a)   Compact parking stalls shall be permitted to be eight feet (8') wide.
         (b)   Parallel parking stalls shall be permitted to be eight feet (8') wide.
         (c)   Accessible parking spaces shall be designed in accordance with ICC A117.1.
      2.   Length: A minimum length of twenty feet (20') shall be provided for each parking stall.
   Exceptions:
         (a)   Compact parking stalls shall be permitted to be eighteen feet (18') in length.
         (b)   Parallel parking stalls shall be a minimum twenty two feet (22') in length.
   (K)   Design Of Parking Facilities: The design of parking facilities shall be in accordance with this subsection (K) through subsection (R) of this section.
   (L)   Driveway Width: Every parking facility of five (5) or more spaces shall be provided with one or more access driveways, the width of which shall be the following:
   All Driveways:
      1.   Twelve feet (12') for one-way enter or exit.
      2.   Twenty four feet (24') for two-way enter or exit.
   (M)   Driveway And Ramp Slopes: The maximum slope of any driveway or ramp shall not exceed twenty percent (20%). Transition slopes in driveways and ramps shall be provided in accordance with the standards set by the code official and the jurisdiction's engineer.
   (N)   Stall Access: Any parking area shall be designed in such a manner that any vehicle leaving or entering the parking area from or onto a public or private street shall be traveling in a forward motion. Access driveways for parking areas or loading spaces shall be located in such a way that any vehicle entering or leaving such area shall be clearly visible by a pedestrian or motorist approaching the access or driveway from a public or private street. Each required parking stall shall be individually and easily accessed. No automobile shall be required to back onto any public street or sidewalk to leave any parking stall when such stall serves more than two (2) dwelling units or other than residential uses. All portions of a public lot or garage shall be accessible to other portions thereof without requiring the use of any public street.
   (O)   Compact To Standard Stall Ratio: The maximum ratio of compact stalls to standard stalls in any parking area shall not exceed one to two (1:2).
   (P)   Screening: A three foot (3') buffer at the public way shall be provided for all parking areas of five (5) or more parking spaces. Whenever a parking area is located in or adjacent to a residential district, it shall be effectively screened on all sides which adjoin or face any property used for residential purposes by an acceptable designed wall, fence or planting screen. Such fence, wall or planting screen shall be not less than four feet (4'), not more than six feet (6') in height and shall be maintained in good condition. The space between such fence, wall or planting screen and the lot line of the adjoining premises in any residential district shall be landscaped with grass, hardy shrubs or evergreen ground cover, and maintained in good condition. In the event that terrain or other natural features are such that the erection of such fence, wall or planting screen will not serve the intended purpose, then no such fence, wall or planting screen and landscaping shall be required.
   (Q)   Striping: All parking stalls shall be striped.
   Exception: A private garage or parking area for the exclusive use of a single-family dwelling or duplex.
   (R)   Lighting: All lights illuminating a parking area shall be designed and located so as to reflect away from any street and adjacent property.
   (S)   Maintenance: The owner of property used for parking and/or loading shall maintain such area in good condition without holes and free of all dust, trash and other debris.
   (T)   Paving: The required number of parking and loading spaces as set forth, together with driveways, aisles and other circulation areas, shall be improved with such material to provide a durable and dust free surface.
   Exception: Single-family dwelling and duplexes.
   (U)   Wheel Blocks: Whenever a parking lot extends to a property line, wheel blocks or other suitable devices shall be installed to prevent any part of a parked vehicle from extending beyond the property line.
   (V)   Loading Spaces:
      1.   General: Loading spaces shall be provided on the same lot for every building in the C or I zones. No loading space is required if prevented by an existing lawful building. The code official shall be authorized to waive this requirement on unusual lots.
      2.   Size: Each loading space shall have a clear height of fourteen feet (14') and shall be directly accessible through a usable door not less than three feet (3') in width and six feet eight inches (6'8") high. The minimum area of a loading space shall be four hundred (400) square feet and the minimum dimensions shall be twenty feet (20') long and ten feet (10') deep. (Ord. 443, 2-3-2005)
