No building shall be erected or structurally altered until a building permit has been issued by the city council. Each application for a building permit shall be accompanied by a plat in duplicate drawn to scale, showing the actual dimensions of the lot to be built upon, the size and location of the building or buildings to be erected or altered, and such other information as may be necessary to provide for the enforcement of this title. No building permit shall be issued until the administrative officer appointed by the mayor and confirmed by the city council has determined that building conforms to this title. A careful record of such applications and plats shall be kept in the office of the city clerk.
