ARTICLE XI

VEHICLE PARKING REGULATIONS

Sec. 111-267.- Parking regulations.

Except as hereinafter provided, no building or structure or part thereof shall be erected, altered or converted for any use permitted in the district in which it is located unless there shall be provided on the lot or immediately adjacent lots within 150 feet of such building or structure, off-street vehicle parking in the following ratio of vehicle spaces for the uses specified in the designated districts and no existing vehicle parking in connection with said use at the effective date of the ordinance from which this chapter is derived may be reduced below the minimum number of spaces as hereinafter required.

(1)

Parking table. Except as otherwise provided in this section, off-street parking spaces shall be provided as follows:

All single-family R-5 and R-6 residential units with a minimum age of three years shall be exempt from the requirement under section 111-267, schedule of parking requirements, of having two enclosed parking spaces. The following conditions, however, shall be imposed on this exemption:
(a) The single-family residential unit shall have provided a minimum of two off-street parking spaces on an improved surface within the existing driveway location or within another approved location shown on a site plan.
(b) The enclosure of an existing garage structure requires a building permit, including a site plan indicating the proposed materials of the exterior wall covering, and all work must conform to the most current adopted International Residential Code.
(c) The exterior of the enclosure shall match the existing wall covering of the house with the exception that the garage door may be left in place when the garage door can be properly weather-sealed; insulated and all current building and fire codes complied with.
(d) In all situations the building official shall ensure that the minimum off-street parking requirements and the garage enclosure wall covering material conforms to the architecture of the single-family residence and to that of the neighborhood.

Mixed use buildings. Where a building or a site contains two or more uses, the off-street parking requirement shall be computed as the sum of the required off-street parking spaces for each individual use with the exception of shopping centers and multiuse purposes.

Drive lane widths and parking space sizes. Drive lanes and parking space sizes shall be required as shown in the following illustration. A driveway for access to any nonresidential, single parking space or to a parking lot shall not measure less than that shown in the parking layout illustration. All drive approach widths shall be no less than 15 feet. All two-way drive lanes shall be a minimum of 24 feet in width. Parking spaces shall be nine feet wide by 18 feet deep for all 90-degree parking spaces. Angled spaces shall be as shown in the illustration.

Handicapped parking spaces. In each parking facility in zones "MF-16," "MF-24," "MF-24-A," "C-O," "C-N," "C-C," "I-L" and "I-H," a portion of the total parking shall be specifically designed, located, and reserved for vehicles licensed by the state for use by the handicapped. These spaces will be provided according to the following schedule:

a.

Each parking space designated for use by the handicapped shall consist of a rectangular area not less than 13 feet wide by 18 feet long with a vertical clearance of 7½ feet. Van-accessible spaces must be eight feet wide with an eight-foot-wide accessible space adjacent for a total of 16 feet wide.

b.

Each designated handicapped parking space shall be located in an area not exceeding two percent slope, and shall be located near and convenient to a level or ramped entrance accessible to handicapped persons.

c.

Parking spaces for the handicapped shall be signed in accordance with state law and restricted for use by the handicapped only.

d.

Care in planning shall be exercised so that individuals in wheelchairs and individuals using braces and crutches are not compelled to wheel or walk behind parked cars.

e.

All applicable ADA requirements for parking spaces must be met.

Special off-street parking regulations.

a.

In computing the parking requirements for any building or development, the total parking requirements shall be the sum of the specific parking space requirements for each class of use included in the building or development.

b.

For hotels, office buildings, restaurants and establishments, off-street loading facilities shall be provided in accordance with the following schedule:

Design standards. All design regarding construction and installation for off-street parking shall comply with Traffic Engineering Design Standards and Policy Guidelines as originally adopted and amended by the City of Fort Worth, and hereby adopted by the City of White Settlement by reference.
