B-2 GENERAL

BUSINESS DISTRICT

§ 154.095 STANDARDS.

   All buildings and uses hereafter established or enlarged in the B-2 General Business District shall conform to the following standards:
   (A)   No building shall be used for residential purposes except for the use of the owner or operator of the premises and except that accommodations may be offered to the transient public by motels, hotels, and inns.
   (B)   All outdoor storage shall be enclosed by a decorative solid fence not less than six feet in height, except for the storage of passenger automobiles in operating condition and off-street parking and loading.
   (C)   All business establishments shall be retail or service establishments dealing directly with consumers. All goods produced on the premises shall be sold on the premises where produced. As a function of a permitted use, outdoor café dining and beer gardens are permitted, subject to the regulations provided in § 110.25 and § 110.31 of this code. Notwithstanding the foregoing, duly licensed recreational cannabis craft growers and recreational cannabis infuser organizations may produce products on the licensed premises for sale at other locations permitted by the Cannabis Regulation and Tax Act (P.A. 101-0027), consistent with any terms and conditions within the business’ applicable conditional use permit.
   (D)   Exterior lighting fixtures shall be shaded wherever necessary to avoid casting direct light upon any property located in a residential district or upon any public street or park.
   (E)   All buildings, other structures, and uses shall be provided with a public sewer system or an approved substitute system that complies with the standards set out in § 154.085(E).
   (F)   Only the following materials shall be allowed for exterior walls of buildings: brick, split-faced block, architectural concrete, synthetic plaster, stucco, wood or metal as a decorative element. The exterior walls of buildings shall not be constructed of corrugated metal, however corrugated painted metal may be used for awnings.
   (G)   All exterior mechanical equipment, transformers, satellite dishes and antennae and outside storage areas shall be screened from public view using one of the following methods:
      (1)   Screened by structure it serves. Mechanical equipment on or adjacent to a structure may be screened by a parapet or wall of sufficient height, built as an integral part of the structure.
      (2)   Designed as an integral part of the structure. If screening is impractical, mechanical equipment may be designed so that it is balanced and integrated with respect to the design of the
      (3)   Screen by another structure. Mechanical equipment installed on or adjacent to a structure may be screened by a fence, wall or similar structure. Such screening structure shall comply with the following standards:
         (a)   The required screening shall be permanently attached to the structure or the ground and shall conform to all applicable building code requirements.
         (b)   The required screening shall be constructed with materials that are architecturally compatible with the structure.
         (c)   Off-premise advertising signs and billboards shall not be considered required screening.
      (4)   Screened by vegetation. Mechanical equipment installed adjacent to the structure may be screened by hedges, bushes or similar vegetation.
   (H)   Dedicated pedestrian access shall be provided from the main entrance of any private building to the abutting public sidewalk along Sheridan Road.
   (I)   General landscaping standards shall be followed for all new developments and for alterations to existing facilities as outlined in Chapter 159 of the city code.

§ 154.096 PERMITTED USES.

   No building or use shall hereafter be established or enlarged within the B-2 General Business District except for the following purposes:
   (A)   Agricultural implement sales and services.
   (B)   Automobile sales.
   (C)   Automobile service stations.
   (D)   Automobile storage and repairs.
   (E)   Building material offices and sales.
   (F)   Contractors' offices and shops, where fabricating and all storage of material is within an enclosed building.
   (G)   Dry-cleaning plants.
   (H)   Funeral homes and mortuaries.
   (I)   Laundries.
   (J)   Motels, hotels, and inns.
   (K)   Restaurants and snack shops, including "drive-ins".
   (L)   Service and fraternal clubs and lodges.
   (M)   Taverns.
   (N)   Telephone exchanges.
   (O)   Trailer sales, rental, and repair, but not including the occupancy of trailers.
   (P)   Accessory uses, incidental to and on the same lot as the principal use.

§ 154.097 CONDITIONAL/SPECIAL USES.

   The following special uses relating to recreational cannabis may be permitted in specific situations in accordance with the procedures outlined in the Cannabis Overlay Code, Chapter 154A of this title, as appropriate:
   (A)   Recreational cannabis dispensing organization.
   (B)   Recreational cannabis craft grower.
   (C)   Recreational cannabis infuser organization.
   (D)   Recreational cannabis processing organization.
   (E)   Recreational cannabis transporting organization.

§ 154.098 LOT SIZE REQUIREMENTS.

   (A)   The minimum lot area shall be 24,000 square feet.
   (B)   There is no minimum lot width.

§ 154.099 BUILDING BULK REGULATIONS.

   (A)   The maximum building height shall be 35 feet.
   (B)   The maximum lot coverage shall be 40%.
   (C)   The side and rear yard requirements in the B-2 General Business District are the same as the side and rear yard requirements in the B-1 Retail Business District, and in addition to those requirements, the following yard requirements shall also be observed:
      (1)   A front yard of not less than 75 feet measured from the center line of the street or road, provided that along Sheridan Road (Illinois Route 137), a front yard of not less than 50 feet shall be allowed.
      (2)   Fuel pumps, air and water service, and permitted signs used in connection with automobile service stations and garages shall be set back not less than 12 feet from the front lot line and not less than 62 feet from the center line of the street or road.
      (3)   Each establishment offering lodging facilities to the public shall have a side yard of not less than ten feet and a rear yard of not less than ten feet.
