Certificates of compliance shall be required in the C1, C2, D, E and EM Zone Districts for each change of ownership, use, occupancy or tenancy of such premises. No certificate of compliance shall issue under this section for any nonresidential use without the approval of the Planning Board for a site plan pursuant to Chapter
147, §
147-7 for any application for a certificate of compliance, or any change in use, where construction, reconstruction, alteration or change in use may affect circulation, water supply, sewage disposal, drainage, landscaping, signs, lighting, off-street parking or loading, or other off-tract conditions, or the lack of any or all of these factors, environmental factors and other considerations as may be specified in Chapter
147 of this Code.
