ARTICLE VI
Parking
§ 270-38 Facilities to be provided.
A.
Off-street parking facilities for motor vehicles shall be provided in connection with the use of any property in any zone within the Borough of Allendale where the land or building thereon is intended to be used in whole or part as a hotel, theater, auditorium, restaurant, hospital, sanitarium, church or a place of public assembly, or for any purpose likely to attract persons using motor vehicles. Provision shall be made for usable off-street parking space for each new dwelling unit.
B.
Such facilities shall be provided for in accordance with the requirements of this chapter, upon any plans or specifications required to be filed under the provisions of any ordinance of the Borough.
§ 270-39 Location.

Off-street parking facilities shall be located as hereafter specified. However, nothing herein is to be construed to permit commercial parking within any residential zone district.
A.
For all residential buildings and for all nonresidential buildings in residential zone districts, required parking shall be provided on the same plot with the building or on a plot or plots contiguous therewith in accordance with the provisions of § 270-18.
B.
For commercial and all nonresidential uses in business zone districts, required parking shall be provided within 300 feet, measured from the most distant point of the parking facility to the nearest point, for the building that such facility is required to serve.
C.
For industrial uses, required parking shall be provided on the same plot with the building.
D.
In industrial zone districts, required parking space shall be provided not less than 40 feet from the street. In residential zone districts, parking space shall be behind the setback lines.
§ 270-40 Off-street parking requirements.

Off-street parking requirements shall be as follows, except as may be superseded by the New Jersey Residential Site Improvement Standards, N.J.A.C. 5:21-1 et seq.:

B.
In buildings, other than "houses of worship" as defined in § 270-182, used for assembly purposes without fixed or permanent seats, if seating is by bleacher type, the seating capacity shall be calculated to be one space per each 66 inches of bleacher seating board.
C.
If there is a combination of uses in any one plot or in any one building, parking shall be provided as required for each use, which requirements shall be additive unless facts are shown proving that the requirements are at different times, which times do not overlap.
D.
In addition to the off-street parking required for a house of worship consisting solely of the primary use set forth in § 270-182B i.e., a place of assembly for religious services or worship, there shall be provided, if applicable, off-street parking as set forth in § 270-183F(2)(a) through (e).
§ 270-41 Nonresidential off-street parking.
A.
Provisions shall be made for parking area for all new nonresidential buildings or additions to such buildings in all zone districts, except as otherwise provided in this chapter.
§ 270-42 Parking areas in commercial and industrial zone districts.

Subject to the approval of the Planning Board, off-street parking is permitted in the commercial and industrial zone districts, provided that such parking areas:

Are bounded where they adjoin residential areas by a curbing of a height at least seven inches above the paved surface and which is at least seven feet from the boundary.
C.
Are landscaped where they adjoin residential areas according to one of the following alternatives:
D.
Are provided with entrances and exits at least 10 feet wide but not more than 15 feet wide and preferably separate from each other. If not physically separated, the entranceway and exit shall be clearly indicated by appropriate painted pavement markings.
§ 270-43 Minimum space necessary.

An area of 200 square feet, exclusive of driveways, having a minimum width of 10 feet and a minimum length of 20 feet is hereby determined as the minimum space necessary for the parking of a single motor vehicle, except as may be superseded by the New Jersey Residential Site Improvement Standards, N.J.A.C. 5:21-1 et seq.
§ 270-44 Additional requirements.

In addition to the requirements prescribed in § 270-42, all parking areas for nonresidential and multi-unit uses shall provide:
A.
A four-inch surface of concrete, asphalt, bituminous cement or binder pavement, graded so as to dispose of all surface water.
B.
A concrete curb at least seven inches above the paved surfaces, parallel to the street property line and arranged so as to prevent overhang from any vehicle extending over the public right-of-way or the adjoining property.
C.
Parking areas shall be used solely for the parking of vehicles, and no commercial repair work or service of any kind shall be conducted on such parking lots.
D.
No signs other than entrance, exit or conditions of use signs shall be maintained.
E.
Any parking area lighting shall be so arranged as to direct the light away from all adjoining buildings, residence districts or streets.
§ 270-45 Issuance of use permit.
A.
Upon completion of any nonresidential parking area complying with the provisions of this chapter, the Building Inspector shall issue a use permit, which shall be revoked if the requirements are no longer complied with. No occupancy permit shall be valid in the absence of a valid use permit for the required parking area.
B.
No parking space shall be reduced in area when once established without special permit from the Building Inspector, which permit shall only be issued when the reduced area complies with the provisions hereof.
§ 270-46 Community parking.
The provisions of this article may be met by participation in a community parking program designed to serve a larger area, provided that plans for such community parking have been approved by the Planning Board.
