A.
The City Commission shall annually appoint a Planning Board consisting of five members and one alternate member who are residents of the city and who are not elected officials, which shall have all the powers, duties and responsibilities as provided herein. The City Commission shall appoint one member to serve as the Chairman.
B.
The duties of the Planning Board include:
(1)
To act in an advisory capacity to the City Commission, to conduct investigations and to hold public hearings upon all proposals to change land use regulations of the city.
(2)
To make recommendations to the City Commission for changes in the existing city land use regulations when such changes are indicated to be in the best interest of the city and its citizens.
(3)
To perform such other duties as may from time to time be assigned to the Planning Board by the City Commission or prescribed by an ordinance.

The City Commission is designated and established as the local planning agency (LPA) for the city pursuant to law.
B.
Not fewer than three copies of the Belleair Bluffs Municipal Comprehensive Plan and any amendments thereto shall at all times be kept and maintained for public examination and on record in the City Hall, Belleair Bluffs, Florida.
