The purpose of this section is to require and set minimum standards for outdoor lighting to:

Protect drivers and pedestrians from the glare of nonvehicular light sources.

Minimize light pollution, nuisance glare and stray light from poorly aimed, placed, applied or maintained light sources.

Conserve energy by efficiently directing light sources to the area intended to be illuminated and thereby minimizing wasted light emissions.

Exterior Lighting Plans. An exterior lighting plan shall be submitted concurrently with a submission for a subdivision and land development plan under Chapter 22, Subdivision and Land Development, or upon submission of a zoning permit application in the event, that a subdivision and land development plan is not required for the project. The regulations provided under Subsection 3, are in addition to those lighting requirements of Chapter 22, Subdivision and Land Development. An exterior lighting plan shall contain the following minimum elements:

Height and location of all lighting fixtures.

The following design standards for outdoor lighting shall apply to outdoor lighting installed or altered after the effective date of this chapter.

Lamps intended to illuminate driveways, parking lots, sidewalks and walkways shall contain a series of external or internal shields that cast light downward toward the surface that the units are intended to illuminate and away from adjacent properties and public rights-of- ways.

The use of floodlights or spotlights for nonresidential purposes shall be prohibited. Floodlights used in residential housing areas shall be installed in a manner so that the light source is either shielded or directed downwards away from adjoining properties, so that no glare is being projected into the windows of adjoining residences, skyward or onto a public street or other public right-of-way.

Exceptions. The following light sources shall not be required to comply with this section:

(1)

Single-family detached, semidetached and attached dwellings, and two-family detached dwellings; except that compliance shall be required for Subsections 3B.

(2)

Laser lights and other light sources used for entertainment, decoration, or recreational purposes.

(3)

Searchlights as permitted under § 27-1701.

(4)

Emergency lighting fixtures that illuminate only during a power outage or other emergency event.

(5)

Any lighting source that is mandated by state or federal law.

(6)

Streetlights and lampposts.

(7)

Traffic control lights and devices.

(8)

Vehicle lamps.

Indoor lighting must follow all regulations of the Pennsylvania UCC Building Codes.
