The provisions of this chapter shall be deemed to meet the minimum requirements to meet the purposes stated herein. Where the provisions of this chapter impose greater restrictions or more detailed submission requirements than those of any federal, state, county, or local statute, rule, or regulation, the provisions of this chapter shall prevail. Where the provisions of any federal, state, county, or local ordinance impose greater restrictions than those of this chapter, the provisions of such federal, state, county, or local statute rule, or regulations shall prevail.
