RESIDENTIAL LOW DENSITY R2 DISTRICT

§ 27-601 Statement of Legislative Intent.

1. 
It is hereby declared to be the intent of the R2 District to:
A. 
Recognize the existence of various neighborhoods within Carroll Valley that have developed or are developing with primarily single-family detached residential character.
B. 
Apply dimensional standards that reflect the existing developed character in these residential neighborhoods in terms of building placement and lot coverage.
C. 
Enable new single-family detached residential neighborhoods, that comprise similar lot design and dimensional characteristics of existing neighborhoods, in locations that represent logical extensions of existing single-family detached residential neighborhoods.
D. 
Provide opportunities for compatible home based business opportunities within existing residential neighborhoods.
E. 
Provide for neighborhood supporting nonresidential uses such as civic uses, home businesses and child care facilities.
F. 
Provide for accessory buildings of an appropriate size and scale within existing residential neighborhoods.

§ 27-602 Use Regulations.

1. 
Permitted Uses. The following uses are permitted in the R2 District:
A. 
Forestry.
B. 
Place of worship.
C. 
Public park, recreation, and resource management uses.
D. 
Schools.
E. 
Single-family detached dwellings.
F. 
Site-specific Borough facilities.
G. 
Site-specific utility facilities.
H. 
Vacation rental, in accordance with § 27-1502, Subsection 34.

2. 
Accessory Uses. The following uses are permitted as accessory uses to any permitted principal use in the R2 District:
A. 
Detached accessory structures, including, but not necessarily limited to, detached garages and utility sheds.
B. 
Group child care, in accordance with § 27-1502, Subsection 3.
C. 
Home occupations, in accordance with § 27-1502, Subsection 16.
D. 
Homestay, in accordance with § 27-1502, Subsection 17.
E. 
No-impact home-based businesses, in accordance with § 27-1502, Subsection 21.
F. 
Produce stand, in accordance with § 27-1502, Subsection 23.
G. 
Wireless communication facility - co-location - inside public right-of-way, proposed as either a stand-alone facility or as part of a DAS, in accordance with § 27-1502, Subsection 36.
H. 
Wireless communication facility - co-location - outside public right-of-way, proposed as either a stand-alone facility or as part of a DAS, in accordance with § 27-1502, Subsection 37.
3. 
Special Exception Uses. The following uses are permitted by special exception in the R2 District in accordance with the following standards and criteria, any reasonable conditions that the Zoning Hearing Board may deem necessary, and in accordance with the procedures set forth in § 27-1909 of this chapter.
A. 
Group home, in accordance with § 27-1502, Subsection 14.
B. 
(Reserved)
C. 
Wireless communication facility - tower based - inside public right-of-way, proposed as either a stand-alone facility or as part of a DAS, in accordance with § 27-1502, Subsection 38.
D. 
Uses not expressly permitted elsewhere in this chapter, and that exhibit the same general character of the uses listed in § 27-602, when authorized as a special exception by the Zoning Hearing Board in accordance with §§ 27-1502, Subsection 33, and 27-1909.

§ 27-603 Dimensional Requirements.

1. 
Minimum Lot Area.
A. 
Single-family detached dwelling: 21,780 square feet.
B. 
Public park, recreation, and resource management uses: none.
C. 
All other uses: one acre.
2. 
Minimum Lot Width.
A. 
Single-family detached dwelling: 100 feet.
B. 
Public park, recreation, and resource management uses: none.
C. 
All other uses: 150 feet.
3. 
Minimum Front Setback.
A. 
Base standard: 35 feet.
B. 
Riparian Buffer Overlay Incentive Standard. For a property within the RBO District, and where the existing riparian buffer area is proposed to be retained in accordance with § 27-1102, Subsection 2, or where riparian buffer area is proposed to be restored in accordance with § 27-1102, Subsection 3, the minimum front setback standard may be reduced to 30 feet.
C. 
Forested Lands Overlay Incentive Standards. For a property within the FLO District, and where the existing forested lands are proposed to be retained in accordance with § 27-1202, Subsection 2, the minimum front setback standard may be reduced to 30 feet.
D. 
For a property within both the RBO and FLO District, and where the provisions of both overlay districts are met, the minimum front setback standard may be reduced to 25 feet.
4. 
Minimum Side Setback.
A. 
Base standard: 15 feet.
B. 
Riparian Buffer Overlay Incentive Standard. For a property within the RBO District, and where the existing riparian buffer area is proposed to be retained in accordance with § 27-1102, Subsection 2, or where riparian buffer area is proposed to be restored in accordance with § 27-1102, Subsection 3, the minimum side setback standard may be reduced to 10 feet.
C. 
Forested Lands Overlay Incentive Standards. For a property within the FLO District, and where the existing forested lands are proposed to be retained in accordance with § 27-1202, Subsection 2, the minimum side setback standard may be reduced to 10 feet.
D. 
For a property within both the RBO and FLO District, and where the provisions of both overlay districts are met, the minimum side setback standard may be reduced to five feet.
5. 
Minimum Rear Setback.
A. 
Base standard: 20 feet.
B. 
Riparian Buffer Overlay Incentive Standard. For a property within the RBO District, and where the existing riparian buffer area is proposed to be retained in accordance with § 27-1102, Subsection 2, or where riparian buffer area is proposed to be restored in accordance with § 27-1102, Subsection 3, the minimum side setback standard may be reduced to 15 feet.
C. 
Forested Lands Overlay Incentive Standards. For a property within the FLO District, and where the existing forested lands are proposed to be retained in accordance with § 27-1202, Subsection 2, the minimum rear setback standard may be reduced to 15 feet.
D. 
For a property within both the RBO and FLO District, and where the provisions of both overlay districts are met, the minimum side setback standard may be reduced to 10 feet.
6. 
Maximum Lot Coverage.
A. 
Residential Uses.
(1) 
Base standard: 30%.
(2) 
Riparian Buffer Overlay Incentive Standard. For a property within the RBO District, and where the existing riparian buffer area is proposed to be retained in accordance with § 27-1102, Subsection 2, or where riparian buffer area is proposed to be restored in accordance with § 27-1102, Subsection 3, the maximum lot coverage standard may be increased to 35%.
(3) 
Forested Lands Overlay Incentive Standards. For a property within the FLO District, and where the existing forested lands are proposed to be retained in accordance with § 27-1202, Subsection 2, the maximum lot coverage standard may be increased to 35%.
(4) 
For a property within both the RBO and FLO District, and where the provisions of both overlay districts are met, the maximum lot coverage standard may be increased to 40%.
B. 
Nonresidential Uses.
(1) 
Base standard: 45%.
(2) 
Riparian Buffer Overlay Incentive Standard. For a property within the RBO District, and where the existing riparian buffer area is proposed to be retained in accordance with § 27-1102, Subsection 2, or where riparian buffer area is proposed to be restored in accordance with § 27-1102, Subsection 3, the maximum lot coverage standard may be increased to 50%.
(3) 
Forested Lands Overlay Incentive Standards. For a property within the FLO District, and where the existing forested lands are proposed to be retained in accordance with § 27-1202, Subsection 2, the maximum lot coverage standard may be increased to 50%.
(4) 
For a property within both the RBO and FLO District, and where the provisions of both overlay districts are met, the maximum lot coverage standard may be increased to 55%.
7. 
Minimum Vegetative Coverage.
A. 
Residential Uses.
(1) 
Base standard: 70%.
(2) 
Riparian Buffer Overlay Incentive Standard. For a property within the RBO District, and where the existing riparian buffer area is proposed to be retained in accordance with § 27-1102, Subsection 2, or where riparian buffer area is proposed to be restored in accordance with § 27-1102, Subsection 3, the minimum vegetative coverage standard may be reduced to 65%.
(3) 
Forested Lands Overlay Incentive Standards. For a property within the FLO District, and where the existing forested lands are proposed to be retained in accordance with § 27-1202, Subsection 2, the minimum vegetative coverage standard may be reduced to 65%.
(4) 
For a property within both the RBO and FLO District, and where the provisions of both overlay districts are met, the minimum vegetative coverage standard may be reduced to 60%.
B. 
Nonresidential Uses.
(1) 
Base standard: 55%.
(2) 
Riparian Buffer Overlay Incentive Standard. For a property within the RBO District, and where the existing riparian buffer area is proposed to be retained in accordance with § 27-1102, Subsection 2, or where riparian buffer area is proposed to be restored in accordance with § 27-1102, Subsection 3, the maximum lot coverage standard may be reduced to 50%.
(3) 
Forested Lands Overlay Incentive Standards. For a property within the FLO District, and where the existing forested lands are proposed to be retained in accordance with § 27-1202, Subsection 2, the minimum vegetative coverage standard may be reduced to 50%.
(4) 
For a property within both the RBO and FLO District, and where the provisions of both overlay districts are met, the minimum vegetative coverage standard may be reduced to 45%.
8. 
Maximum building height: 35 feet.
9. 
Minimum dwelling unit livable floor area: 850 square feet.
