CHAPTER 17

32 GARDEN AND LIGHT INDUSTRIAL ZONE

17.32.010 Purpose of provisions.

   The purpose of the I-1 Garden and Light Industrial Zone is to provide for the accommodation of light manufacturing uses and warehousing in a comprehensively planned and attractive setting and in a manner which will not be detrimental to activities in adjacent commercial or residential neighborhoods by reason of but not limited to excessive noise, odor, smoke, dust, vibrations, fumes or glare. Retail activity is allowed only as an accessory use and provided that the retailing is associated with the principal use at the site.

17.32.020 Principally permitted uses.

   For principally permitted uses in the I-1 Zone, see Table 17.16.030 B in Chapter 17.16 of this code.

17.32.030 Conditionally permitted uses.

   Conditionally permitted uses in the I-1 Zone are as follows:
   A.   Day care centers, subject to the development standards set forth in Section 17.68.120.D;
   B.   Charity dining facilities, homeless shelters and similar services, subject to the development standards set forth in Section 17.68.120.D;
   C.   Commercial recreation with outside activity;
   D.   Conference center;
   E.   Convenience-food restaurants with drive-thru facilities, subject to the development standards set forth in Section 17.68.120.D;
   F.   Convenience-food restaurants with no drive-thru facilities;
   G.   Data center;
   H.   Restaurant of greater than 3,500 sq. ft.;
   I.   Restaurant of not more than 3,500 sq. ft.;
   J.   Wireless telecommunication facilities with a height greater than thirty-five feet, subject to the development standards set forth in Section 17.68.120.D.

17.32.040 Permitted accessory uses.

   Permitted accessory uses in the I-1 Zone are as follows:
   A.   Personnel service facilities providing services, education, recreation, entertainment, food and convenience goods primarily for those personnel employed in the principal use;
   B.   Those accessory uses permitted under Section 17.24.040 of the B-1 Zone;
   C.   Caretaker or security guard quarters.

17.32.050 Access requirements.

   Access requirements in the I-1 Zone shall be as follows:
   A.   Access to development shall be allowed only on arterial streets or streets specifically designed for such development and shall meet the requirements of Sections 17.56.080 through 17.56.100 of this title.
   B.   Developments which may not be able to meet the requirements of Sections 17.56.080 through 17.56.100 and are requested deviations from the noted standards shall submit to the city engineer an engineer's report certified by a professional engineer addressing the following site conditions both present and future:
   1.   Traffic volumes;
   2.   Turning movements;
   3.   Traffic controls;
   4.   Site design;
   5.   Site distances;
   6.   Location and alignment of other access points.
   C.   Based upon the above data, the city engineer shall determine whether a deviation from the requirement standards is justified and, if so, what alternative requirements will be necessary.

17.32.060 Setbacks and height requirements.

   Setback and height requirements in the I-1 Zone shall be as set out in Table 17.32.060 codified at the end of this chapter.

17.32.070 Lot width and area requirements.

   Lot width and area requirements for the I-1 Zone shall be as follows:
   A.   The minimum lot width shall be one hundred feet.
   B.   Minimum lot area shall be determined by building, area, parking requirements and required setbacks.

17.32.080 Additional building and performance standards.

   A.   Development of any parcel of land within the I-1 Zone shall be subject to all applicable requirements of Chapters 17.52 through 17.64 of this title.
   B.   Refer to Section 17.24.170.B for self-storage facilities development standards.

17.32.090 Property in floodplains to comply with certain requirements.

   Any property located in the I-1 Zone and any floodplain as designated in Chapter 15.40, must comply with Chapter 15.40 requirements.
