CHAPTER 17

28 COMMUNITY SERVICES ZONE

17.28.010 Purpose of provisions.

   The purpose of the B-4 Community Services Zone is to provide for land intensive retail, service, or manufacturing operations. These services should be located in concentrated service areas with good accessibility to the public but should be carefully buffered from other uses and visibly buffered from arterial streets.

17.28.020 Principally permitted uses.

   For principally permitted uses in the B-4 Zone, see Table 17.16.030 B.

17.28.030 Conditionally permitted uses.

   Conditionally permitted uses in the B-4 Zone are as follows:
   A.   Automobile repair services (major and minor), subject to the development standards set forth in Section 17.68.120.D;
   B.   Automobile washing establishment, subject to the development standards set forth in Section 17.68.120.D;
   C.   Bed and breakfast establishments that are located within a historical district or historical landmark as designated pursuant to Section 17.62.050 of this code;
   D.   Charity dining facilities, homeless shelters and similar services, subject to the development standards set forth in Section 17.68.120.D;
   E.   Conference center;
   F.   Convenience-food restaurants with drive-thru facilities, subject to the development standards set forth in Section 17.68.120.D;
   G.   Convenience store with more than four gas pumps, subject to the development standards set forth in Section 17.68.120.D;
   H.   Data Center;
   I.   Day care center, subject to the development standards set forth in Section 17.68.120.D;
   J.   Wireless telecommunication facilities with a height greater than thirty-five feet, subject to the development standards set forth in Section 17.68.120.D.

17.28.040 Permitted accessory uses.

   Permitted accessory uses in the B-4 Zone are as follows:
   A.   Those accessory uses permitted under Section 17.24.040 of the B-1 Zone;
   B.   Caretaker or security guard quarters.

17.28.050 Access requirements.

   Access requirements for the B-4 Zone shall be as follows:
   A.   Access to general service activities shall be allowed only on arterial streets or a street specifically designed for such development and shall meet the requirements of Sections 17.56.080 through 17.56.100 of this title.
   B.   General service developments which may not be able to meet the requirements of Sections 17.56.080 through 17.56.100 and are requesting deviations from the noted standards, shall submit to the town engineer an engineer's report certified by a professional engineer addressing the following site conditions, both present and future:
   1.   Traffic volumes;
   2.   Turning movements;
   3.   Traffic controls;
   4.   Site design;
   5.   Site distances;
   6.   Location and alignment of other access points.
   C.   Based upon the above data, the city engineer shall determine whether a deviation from the requirement standards is justified and, if so, what alternative requirements will be necessary.

17.28.060 Setback and height requirements.

   Setback and height requirements for the B-4 Zone shall be as set out in Table 17.28.060 codified at the end of this chapter.

17.28.070 Lot width and area requirements.

   Lot width and area requirements for the B-4 Zone are as follows:
   A.   The minimum lot width shall be one hundred fifty feet except that corner lots shall be two hundred feet in width;
   B.   Minimum lot area shall be determined by building, area, parking requirements and required setbacks.

17.28.080 Additional building and performance standards.

   A.   Development of any parcel of land within the B-4 Zone shall be subject to all applicable requirements of Chapters 17.52 through 17.64 of this title.
   B.   Refer to Section 17.24.170.B for self-storage facilities development standards.

17.28.090 Property in floodplains to comply with certain requirements.

   Any property located in the B-4 Zone and any floodplain as designated in Chapter 15.40 of this code, must comply with Chapter 15.40 requirements.
