Residential Zoning Districts

2.04.01. - SF-1, Single Family Residential (detached)

This district is intended to provide for development of single family detached dwelling units on lots of not less than one (1) acre (43,560 square feet).

2.

Garages.

a.

All homes shall have at least a two-car enclosed garage, 20' x 20' minimum.

b.

Access to the garage shall be by means of a driveway connecting with an adjacent public street, alley, public access easement, private street, or private access easement.

3.

Driveways.

a.

Residential lots with an area of less than three (3) acres have concrete driveways.

b.

Residential lots with an area of three (3) acres or more shall have all-weather surfaced driveway.

i.

Driveways shall be designed and maintained to prevent all-weather surface materials from being deposited on public streets and Rights-of-Way by storm water runoff.

2.04.02. - SF-2, Single Family Residential (detached)

This district is intended to provide for development of single family detached dwelling units on lots of not less than fourteen thousand (14,000) square feet.

2.

This district is intended to provide for development of single family detached dwelling units on lots of not less than seven thousand five hundred (7,500) square feet.

2.04.05. - SF-A, Single Family Residential (attached)

This district is intended to provide for development of single family attached dwelling units on lots of not less than two thousand two hundred (2,200) square feet or eight (8) dwelling units an acre. (The dwelling units per acre (DU/A) calculation is exclusive of all streets, alleys and sidewalks, but inclusive of open space, recreational, and service areas.)

2.

Lot Provisions for Dwelling Units:

a.

Each dwelling unit shall be located on a single lot which fronts a dedicated street or other approved public access easement and is served individually by water, wastewater, electric, and gas utility services.

b.

There shall be no more than one dwelling unit on any lot.

3.

Mechanical Equipment, Refuse Containers, and Waste Storage:

a.

Mechanical equipment, refuse containers, and waste storage areas shall be constructed, located and screened to prevent interference with the peace, comfort, and repose of the occupants of any adjoining building or residence.

4.

Access. Alleys may be used for ingress and egress to parking and service areas, provided a minimum concrete paved alley width of twenty feet (20') is provided from a street to the parking or service area.

5.

Single Family Use. Single family detached dwellings are permitted in accordance with SF-3, Single Family Residential (detached).

6.

Garages.

a.

All units shall have at least a two-car enclosed garage, 20' x 20' minimum.

b.

Access to the garage shall be by means of a driveway connecting with an adjacent public street, alley, public access easement, private street, or private access easement.

c.

The entrance to any detached private garage (Garage, Private (detached)) shall not be less than twenty-five feet (25') away from any corner lot line it faces.

7.

Driveways.

a.

Residential lots with an area less than three (3) acres shall have concrete driveways.

b.

Residential lots with an area of three (3) acres or more shall have all-weather surfaced driveway.

i.

Driveways shall be designed and maintained to prevent all-weather surface materials from being deposited on public streets and Rights-of-Way by storm water runoff.

2.04.06. - MX-D, Mixed Density Residential

This district is intended to provide for development of variety of residential types, from single family to multi-family development. The MX-D, Mixed Density Residential district is designed to produce varying levels of density and neighborhood character. In doing so, a variety of residential designs may be incorporated into one general area with the goal of creating an environment that accommodates different housing types and housing needs. In order to incentivize the development of this district, many of the dimensional regulations have been reduced to increase design options.

A.

Permitted Uses and Use Regulations

1.

2.

All uses shall be identified on a Site Plan, which shall be approved as part of the rezoning application for a MX-D, Mixed Density Residential district designation. (See, 2.04.06. D and 2.10.08. Site Plans for additional Site Plan information and requirements.)

3.

Within the area shown on the Comprehensive Plan's Future Land Use Map as MX-D, Mixed Density Residential, no more than seventy-five (75) percent of the gross land area shall be of the same type of residential use.

B.

Dimensional Regulations

1.

General. See the Residential Dimensional Regulations Chart and all applicable regulations in Subsection 2.08.

2.

Minimum Lot Area. The minimum lot area shall be determined based upon the residential use type.

i.

Single family detached uses shall follow the minimum standards of the SF-4, Single Family Residential (detached) district.

ii.

Single family attached uses shall follow the minimum standards of the SF-A, Single Family Residential (attached) district.

iii.

Multi-family uses shall follow the minimum standards of the MF-2, Multi-Family Residential district.

3.

Minimum Building Separation. A minimum building separation between the principal building and all structures shall be ten (10) feet.

4.

Minimum Street Frontage per Lot. Each lot shall have a minimum twelve (12) feet of street frontage.

2.

All buildings shall be one hundred (100) percent Masonry Construction.

3.

Block lengths shall generally be characterized by small blocks that are connected to each other.

a.

The minimum length of a block shall be 200 feet.

b.

The maximum length of a block shall be 500 feet.

D.

Site Plan Required for Rezoning to the MX-D, Mixed Density Residential District A Site Plan as outlined in 2.10.08. Site Plans shall be required for all rezoning Applications seeking the MX-D, Mixed Density Residential district designation. In addition to the requirements in 2.10.08. Site Plans, the Site Plan shall show the the mixture, type, and location of all dwelling units, along with graphic representation (e.g., images, photographs, or illustrations) of each housing type.

2.04.07. - MF-1, Multi-Family Residential

This district is intended to provide for development of attached residential units, such as multi-family developments, at a maximum residential density of twelve (12) dwelling units per acre. (The dwelling units per acre (DU/A) calculation is exclusive of all streets, alleys and sidewalks, but inclusive of open space, recreational, and service areas.)

2.

Front Yard Regulations.

a.

No structure shall be located in the front yard.

b.

No off-street parking shall be allowed in any front yard area. However, drives of ingress and egress from the public street to a parking area shall be allowed to cross the front yard from front to rear.

3.

Single Family Use. For each lot platted for a single family dwelling, the regulations set forth in the SF-4, Single Family Residential (detached) shall be applicable.

4.

Access. Alleys may be used for ingress and egress to parking and service areas provided a minimum concrete paved alley width of twenty feet (20') is provided from a street to the parking or service area. Such ingress and egress shall be approved by the City giving consideration to adjacent properties and appropriate screening.

5.

Garages, Driveways, and Parking. A minimum of seventy-five (75) percent of all apartments shall have a one-car enclosed garage, two hundred forty (240) square feet minimum, attached or detached, per dwelling unit. See 2.09.03. Vehicle Parking Regulations and 2.09.03. D Parking Space Schedule: Multi-Family Uses for further details.

6.

Mechanical Equipment, Refuse Containers, and Waste Storage.

a.

Mechanical equipment, refuse containers and waste storage areas shall be constructed, located and screened to prevent interference with the peace, comfort, and repose of the occupants of any adjoining building or residence.

b.

The location, construction, and screening of all mechanical equipment, refuse containers and waste storage shall be shown on the design drawings.

7.

Storage Area. Every apartment unit shall have an enclosed storage area of not less than thirty (30) square feet of Floor Area, eight feet (8') high, exclusive of interior closet space.

8.

Private Recreation Areas.

a.

Recreation Area Required.

i.

All apartment complexes shall have at least one (1) recreation area, in a location free of traffic hazards, easily accessible to all complex residents, and centrally located where topography permits.

b.

Recreation Space Requirement.

i.

Not less than eight percent (8%) of the gross complex area shall be devoted to recreational facilities, generally in a central location.

ii.

In large complexes (two acres or larger) these may be decentralized.

iii.

Recreation areas include space for community buildings and community uses, such as adult recreation and child play areas, and swimming pools, but do not include vehicle parking, commercial, maintenance and utilities areas.

c.

Playground Space.

i.

When playground space is provided, it shall be so designated and shall be protected from traffic, streets, and parking areas.

ii.

Such space shall be maintained in a sanitary condition and free of dangerous conditions and hazards.

d.

Requirements are in addition to other Requirements.

i.

The requirements of this section, Private Recreation Areas, shall be in addition to the park dedication requirements within 3.05.10. Park and Trail Dedications for Residentially Zoned Property.

9.

Apartment Courts. Where an Apartment building is erected so as to create enclosed inner courts, the faces of all opposite walls in such courts shall be a minimum distance of thirty feet (30') apart and no balcony or canopy shall extend into such court area for a distance greater than five feet (5').

D.

Site Plan Required for Rezoning to the MF-1, Multi-Family Residential District A Site Plan, as outlined in 2.10.08. Site Plans, shall be required for all Zoning Map Amendment (Rezoning) Applications seeking the MF-1, Multi-Family Residential district designation. The Site Plan shall be included as part of the ordinance approving the Zoning Map Amendment (Rezoning).

2.04.08. - MF-2, Multi-Family Residential

This district is intended to provide for development of attached residential units, such as multi-family developments, at a maximum residential density of fourteen (14) dwelling units per acre.
