OFF STREET PARKING AND LOADING

10-11-1: PARKING SPACES ON SAME LOT; EXCEPTIONS:

A.   All parking spaces required herein shall be located on the same lot with the building or use served; except, that where an increase in the number of spaces is required by a change or enlargement of use, or where such spaces are provided collectively or used jointly by two (2) or more buildings or establishments, the required spaces may be located not to exceed three hundred feet (300') from a residential building served and not to exceed five hundred feet (500') from any nonresidential building served.
B.   In any case where the required parking spaces are not located on the same lot with the building or use served, or where such spaces are collectively or jointly provided and used, a written agreement to assure their retention for such purposes shall be properly drawn and executed by the parties concerned, approved as to form by the Village. 10-11-2: PARKING REQUIREMENTS FOR CERTAIN DISTRICTS:

Parking in the indicated districts shall be in accordance with the following requirements:
A.   B And M Districts: Off street parking facilities and the required parking facilities in any B or M District may be located in the front yard but shall not be nearer than twenty feet (20') to an R-1 or R-2 District.
B.   R Districts:
   1.   Driveways and surfaced parking areas shall not occupy more than fifty percent (50%) of the front yard of any parcel in an R District except for parcels occupied by multiple dwellings.
   2.   In a residential district, no recreational vehicle or trailer may park other than on private property and shall not cause a visibility obstruction at the intersection of street rights-of-way. No vehicle or trailer shall be used as a dwelling while parked on private property.
   3.   Trucks and trailers in excess of twelve thousand (12,000) pounds designed and manufactured for or used for specific commercial purposes including, but not limited to, wreckers, dump trucks, tracked vehicles, buses, construction vehicles, equipment carriers, bottling works delivery trucks, grain trucks and refrigerated trucks are prohibited from parking in an R District. No vehicle in excess of twelve thousand (12,000) pounds gross vehicle weight, excluding recreational trailers and recreational vehicles, shall be parked in an R District.
   4.   Inoperable or unlicensed passenger vehicles and trailers shall be parked within an enclosed structure in an R District. (Ord. 684-12, 1-3-2012)
   5.   Not more than five (5) licensed vehicles, including allowed recreational vehicles and trailers, shall be permanently parked on a parcel of property in an R-1, R-2, R-3 or R-4 District. (Ord. 730-13, 5-6-2013)
C.   Exceptions: Any type commercial vehicle, regardless of gross vehicle weight, delivering or picking up merchandise for delivery or employed in performing a repair or construction service may park for the purpose of making such pick up or delivery or for the duration of the period during which a repair or construction service is being performed on or to property in the area where parked. 10-11-3: NUMBER OF PARKING SPACES:

A.   Enumerated: In all districts, there shall be provided at the time any building or structure is erected or structurally altered (except as specified in subsections B and C of this section) minimum off street parking spaces in accordance with the following requirements:

Dance hall, meeting or conference facility, assembly or exhibition hall without fixed seats
1 for every 100 square feet of floor area used thereof
Dwellings: single-family, two-family, multiple-family and attached single- family
2 for each dwelling unit
Furniture or appliance store, hardware store, wholesale establishment, machinery or equipment sales and service, clothing or shoe repair or service shop
2, plus 1 additional for every 300 square feet of floor area over 1,000 square feet
Hospital
1 for each bed
Hotel, motel or motor hotel
1 for each guestroom, plus spaces required for restaurant, rental or other commercial floor space in the establishment
Manufacturing or industrial establishment, research or testing laboratory, creamery, bottling plant, warehouse or similar establishment
1 for every 2 employees on the maximum working shift, plus sufficient parking spaces to accommodate the overlap of arriving and departing employees in multiple working shifts and spaces to accommodate all trucks and other vehicles used in connection therewith
Medical offices or clinics
1 per 200 square feet of floor area; 10 minimum for a clinic
Mortuary or funeral home
1 for every 50 square feet of floor space in slumber room, parlors or individual funeral home service rooms
Printing or plumbing shop or similar service establishment
 
1 for every 3 persons employed therein
Private club or lodge
1 for every 10 members
Restaurant, nightclub, cafe or similar recreation or amusement establishment
 
1 for every 100 square feet of floor area
Retail store or personal service establishment, except as otherwise specified herein
1 for every 200 square feet of floor area
Sanatorium, convalescent home, home for the aged or similar institution
1 for every 3 beds
School (except high school or college)
 
1 for every 10 seats in the auditorium or main assembly room or 2 for each classroom, whichever is greater
Theater or auditorium (except school)
1 for every 4 seats or bench seating spaces
Other uses
For the uses not listed in this subsection, parking spaces shall be provided on the same basis as required for the most similar listed use or as determined by the Village

B.   Computation Of Number Of Spaces: In computing the number of such parking spaces required, this shall be construed to be the nearest whole number; and in the case of mixed uses, the parking spaces required shall equal the sum of the requirements of the various uses computed separately.
C.   Increase In Number Of Spaces Required:
   1.   Whenever a building or use constructed or established after the effective date hereof is changed or enlarged in floor area, number of employees, number of dwelling units, seating capacity or otherwise to create a need for an increase of ten percent (10%) or more in the number of existing parking spaces, such spaces shall be provided on the basis of the enlargement or change.
   2.   Whenever a building or use existing prior to the effective date hereof is enlarged to the extent of fifty percent (50%) or more in floor area or in the area used, said building or use shall then and thereafter comply with the parking requirements set forth herein. (Ord. 684-12, 1-3-2012)

10-11-4: NUMBER OF LOADING SPACES:

Every building or part thereof erected or occupied for retail business, service, manufacturing, storage, warehousing, hotel, mortuary or any other use similarly involving the receipt or distribution by vehicles of materials or merchandise shall provide and maintain on the same premises one loading space for every ten thousand (10,000) square feet or fraction thereof of floor area in the building.
