CHAPTER 35

MANUFACTURED AND MOBILE HOME PARKS

9-35-010: PURPOSE:

The purpose of this chapter is to establish use and development standards for manufactured and mobile home parks existing on the effective date of this title to assure their compatibility with adjoining uses and to protect the welfare of the public. (Ord. 394, 8-7-2001)

9-35-020: SCOPE:

The requirements of this chapter shall apply to the use and occupancy of manufactured and mobile homes located in manufactured and mobile home parks within the city. Such requirements shall not be construed to prohibit or limit other applicable provisions of this title, this code, and other laws. (Ord. 394, 8-7-2001)

9-35-030: NEW MANUFACTURED AND MOBILE HOME PARKS:

No new manufactured and mobile parks shall be created, nor shall any existing park be expanded in acreage or in the number of manufactured or mobile homes allowed. (Ord. 394, 8-7-2001)

9-35-040: LOCATION:

Manufactured and mobile homes not on a permanent foundation shall be located only within a manufactured and mobile home park, except as authorized by a temporary use permit pursuant to title 6, chapter 16 of this code. Manufactured homes anchored to a permanent foundation may be located in any zone that permits single-family dwellings, provided the manufactured home is attached to a permanent foundation in accordance with applicable building codes and conforms to applicable provisions of this title and title 10 of this code. 9-35-050: BUSINESS LICENSE REQUIRED:

No person shall operate a manufactured and mobile home park without a valid business license issued by the city. (Ord. 394, 8-7-2001)

9-35-060: DEVELOPMENT STANDARDS:

The development standards set forth in this section shall apply to any manufactured and mobile park and any manufactured or mobile home located therein:
A.   Applicable Laws: Parks shall conform to all applicable laws, including, but not limited to, zoning, building, electrical, plumbing, health, and fire codes.
B.   Debris: Parks shall be maintained free of debris that may provide rodent harborage or breeding places for flies, mosquitoes, or other pests.
C.   Drainage: The site shall be designed and constructed to provide adequate surface drainage and isolated from any existing or potential health hazard or nuisance.
D.   Dust: Objectionable dust from exposed ground surfaces shall be prevented by use of appropriate ground cover and control measures. This shall include, but shall not be limited to, paving with cement or asphalt, covering with mulch, or cultivating with vegetative ground cover.
E.   Fences And Walls: An adequate fence or wall shall be built around the perimeter of any significantly altered park. The fence or wall shall prevent ingress or egress, except at established walkways or streets.
F.   Fence And Wall Repair: Fences and walls shall be maintained in good repair, including periodic repainting, as needed.
G.   Flammable Materials: Flammable materials, including, but not limited to, gasoline, kerosene, oil, paper, plastic, cardboard, and wood, shall not be stored beneath or against a manufactured or mobile home.
H.   Identification: Each mobile home lot shall have a number or other identification, permanently affixed and in such a location that the lot can be easily identified by an inspector or drivers of emergency response vehicles.
I.   Infestation: Grounds, buildings, and structures shall be maintained reasonably free of pests, insects, poisonous spiders and rodent harborage and infestation. Extermination methods and other measures to control insects, spiders, and rodents shall conform with city and other applicable requirements. If the potential for infestation exists, all exterior openings in or beneath any structure shall be appropriately screened with wire mesh or other suitable materials.
J.   Maintenance: All buildings, parts of buildings, grounds, and equipment shall be maintained clean and in good repair.
K.   Paving: Any areas provided for garages, carports, or vehicle pads shall be paved with concrete or asphalt and connected to the street.
L.   Skirting: Each manufactured or mobile home shall be adequately skirted within thirty (30) days after set up.
M.   Side Yard: Each manufactured and mobile home shall be a minimum of fifteen feet (15') from any adjacent home or lot boundary within the park.
N.   Solid Waste: Solid waste shall be stored in a sanitary way using conveniently located watertight containers. Solid waste and junk shall be disposed at least once each week in accordance with applicable health regulations. (Ord. 394, 8-7-2001)
O.   Stairs: Each manufactured and mobile home shall have stairs and landing for each outside door. The stairs and landing shall comply with minimum requirements of the current building codes adopted by the city. (Ord. 624, 2-8-2005)
P.   Storage: Each manufactured and mobile home lot shall contain a permanent, covered, and securable storage shed that provides a minimum of one hundred twenty (120) cubic feet of usable storage space. No storage shall be permitted outside such sheds.
1.   A bulk storage area, separate from manufactured or mobile homes, and of at least eighty (80) square feet for each home space in the park, shall be provided for a significantly altered park. The designated area shall be hard surfaced and fenced to screen the compound from surrounding home spaces.
2.   Recreational vehicles, including, but not limited to, travel trailers, camp trailers and truck campers shall be stored only in a bulk storage area.
Q.   Street Surface: All streets shall be hard surfaced.
R.   Street Maintenance: Street surfaces shall be maintained free of cracks, holes, bumps, and similar defects. This shall not be interpreted, however, to prohibit speed bumps constructed in accordance with law.
S.   Vehicles: Abandoned and junk vehicles and vehicle parts and other junk shall be removed promptly.
T.   Weeds: Weeds shall be kept cut below six inches (6") high all year long, both within the park and on surrounding public property to the edge of any adjoining street. (Ord. 394, 8-7-2001)
