§ 155.215 PURPOSE.

   The purpose of this subchapter is to provide standards for development of vehicle and bicycle parking.

§ 155.216 VEHICLE PARKING AND LOADING STANDARDS.

   (A)   Required parking.

Motels
One space per lodging unit, plus one space per employee
Restaurants
One space per 200 sq. ft. of floor area, plus one space per employee
Retail, commercial establishments
One for every 300 sq. ft. of gross floor area, plus one space per employee
Single- or multi-family
Two off-street parking spaces per dwelling unit
 
   (B)   Parking requirements for uses not specified. The parking space requirements for buildings and uses not set forth herein shall be determined by the Planning Commission and such determination shall be based upon the requirements for the most comparable building or use specified herein.
   (C)   Common facilities for mixed uses.
      (1)   Common facilities. In the case of mixed uses, the total requirements for off-street parking spaces shall be the sum of the requirements for the various uses.
      (2)   Joint use of parking facilities. The Planning Commission may authorize the joint use of parking facilities required by the mixed uses, provided that:
         (a)   The applicant shows that there is no substantial conflict in the principal operating hours of the building or use for which the joint use of parking facilities are proposed;
         (b)   The parking facility for which joint use is proposed is no further than 400 feet from the building or use required to have provided parking; and
         (c)   1.   The parties concerned in the joint use of off-street parking facilities shall show evidence of an agreement for such joint use by a legal instrument approved by the City Attorney as to form and content.
            2.   Such instrument, when approved as conforming to the provisions of this section, shall be recorded in the office of the City Recorder.
   (D)   Parking tables and diagrams.
      (1)   The parking area layout table in division (D)(2) below provides the minimum dimensions of public or private parking areas based on the following diagrams.

   (E)   Off-street loading.
      (1)   Purpose. The purpose of this division (D) is to provide standards for a minimum number of off-street loading spaces that will ensure adequate loading areas for large uses and developments, and to ensure that the appearance of loading areas is consistent with that of parking areas.
      (2)   Commercial, non-residential.
         (a)   Commercial or other non-residential buildings erected or established which abut upon an alley or street shall have one permanently maintained loading space for commercial vehicles of not less than ten feet in width and 22 feet in length for each 2,000 square feet of lot area, or fraction thereof, upon which the building is located.
         (b)   Provided, that not more than two such loading spaces shall be required.
      (3)   Placement, setbacks, and landscaping.
         (a)   Loading areas shall conform to the setback standards in §§ 150.050 through 155.053.
         (b)   Where parking areas are prohibited between a building and the street, loading areas are also prohibited.
         (c)   The Planning Commission may approve a loading area adjacent to or within the street right-of-way through site design review or a conditional use permit review, as applicable, where it finds that loading and unloading operations are short in duration (that is, less than one hour), do not obstruct traffic during peak traffic hours, or interfere with emergency response services.
   (G)   Americans with Disabilities Act (ADA).
      (1)   Parking shall be provided consistent with ADA requirements including, but not limited to:
         (a)   The minimum number of spaces for automobiles and van-accessible spaces;
         (b)   Location of spaces relative to building entrances and accessible routes between parking areas and building entrances; and
         (c)   Identification signs, lighting, and other design and construction requirements.
      (2)   The following diagram illustrates the requirements for accessible parking in regards to the standards of the Americans with Disabilities Act.

§ 155.217 BICYCLE PARKING STANDARDS.

   (A)   Standards.
      (1)   Bicycle parking spaces shall be provided with new development and, where a change of use occurs, at a minimum, shall follow the standards in the table below.
      (2)   Where an application is subject to conditional use permit approval or the applicant has requested a reduction to an automobile parking standard, the Planning Commission may require bicycle parking spaces in addition to those in the table below.

   (B)   Design. Bicycle parking shall consist of staple-design steel racks or other city-approved racks, lockers, or storage lids providing a safe and secure means of storing a bicycle.
   (C)   Exemptions.
      (1)   This section does not apply to single-family and duplex housing or home occupations.
      (2)   The Planning Commission may exempt other uses upon finding that, due to the nature of the use or its location, it is unlikely to have any patrons or employees arriving by bicycle.
   (D)   Hazards. Bicycle parking shall not impede or create a hazard to pedestrians or vehicles, and shall be located so as to not conflict with the vision clearance standards of §§ 155.201(M) and 155.504.
