When more than 10,000 square feet of impervious surface is added to an existing property, the runoff from the post-development 100-year storm shall be temporarily retained on-site while outletting at a rate of runoff that does not exceed the pre-development 5-year storm. Detention/retention facilities shall be designed to meet the requirements of the current edition of the Iowa Stormwater Management Manual.
