In case of a protest against any changes in the ordinance or map signed by owners of 20% or more of the area included in such proposed change or of those immediately adjacent to the front, side, or rear extending 200 feet or of those directly opposite extending 200 feet from the street frontage of such opposite lots, such amendment shall not become effective except by the favorable vote of at least three-fourths of the members of the Council.
