All land[,] buildings, structures or appurtenances, thereon located within the City of Edna, Texas, which are hereafter occupied, erected, altered or converted shall be used, placed and erected in conformance with the L.U.M. regulations prescribed for the L.U.M. District in which such land or building is located except as hereinafter provided.
