Re-occupancy of a commercial building is subject to the approval of the zoning administrator.

C.

Plot plan approval by zoning administrator required for all uses requiring a building permit with a value in excess of fifty dollars, except that site plan approval by planning commission required for all new construction or expansion of existing uses by at least twenty-five percent.
