Nothing in this section shall be construed as prohibiting public utility distribution facilities, such as but not limited to, water distribution lines, sanitary sewers and telephone and electric distribution lines together with related attendant facilities intended for local service, which utility systems are conditionally permitted in all zone districts when approved by the appropriate servicing utility agency and the Land Use Board pursuant to this chapter. The developer shall provide a restoration guarantee in an amount representing 120% of the projected cost of restoring all areas to be disturbed.
