31.11 Development

Plans And Site Reviews

31.11.010 Development Plan Submittal

Two (2) copies of a Development Plan shall be submitted to the Town Planning Officer for review of any proposed multi-family, commercial or industrial development. This requirement shall also apply to the substantial expansion of an existing multi-family, commercial or industrial development. Substantial expansion shall be defined as one which is twenty-five percent (25%) or larger of the existing one. The developer should meet with the Planner before submitting any plans.

31.11.020 Application

All development applications shall be submitted to the Town Planner. The application shall consist of the following:

  1. Application Form: The Development Application Form shall provide the following information:
    1. Name, address and telephone number of the applicant. If the applicant is a legal entity, the principal officers or partners thereof shall be similarly identified as well as the person acting as agent for the applicant.
    2. The name, address and telephone number of the designers, architects or engineers of the proposed development if different from the applicant.
    3. The legal description and ownership of the subject parcel.
    4. Copies of easements and covenants.
    5. Present use of the subject parcel.
    6. An appropriately detailed summary description of the proposed development.
    7. Date and signature of the applicant owner.
  2. Site Plan Map: Two (2) copies of the site plan map which shall be drawn at an appropriate scale (preferred scale is 1 in. = 20 ft.) and show the following:
    1. The proposed use of all areas including areas that are to be used for burrow pits or where there will be any change of the natural.
    2. The general location of structures and their proposed uses, and the areas for parking, on-site pedestrian and vehicular circulation.
    3. Notation that necessary easements for utilities to serve the development and to reach adjacent property have been provided.
    4. The general location of all planned and natural drainage ways. A full drainage report may be required.
    5. Location of ingress and egress points and physical barriers to confine ingress and egress to such points.
    6. Exterior lighting plans provide locations of parking and security lighting.
  3. Specifications:
    1. If a building is involved, building specifications are required by the Town of Glenrock Building Inspector.
    2. If streets, sewer or waterline construction is involved, specifications are required by the Town Engineer.
  4. Landscape Plan: Two (2) sets of landscape plans shall be submitted to the Town Planner for approval. The landscape plans shall contain:
    1. A workable scale (preferred scale is 1 in. = 10 ft. or larger);
    2. Proper lines;
    3. Dimensions;
    4. Structures;
    5. Irrigation systems if applicable;
    6. Use of existing natural features; and
    7. Grading plan.

31.11.030 Development Plans

  1. The development shall meet all requirements of this Ordinance and the Uniform Building Codes and any other applicable codes or ordinances.
  2. Geologic Hazard Potential: Geologic hazards shall include, but not be limited to, avalanches, landslides, rockfalls, mudflow, debris fans, unstable slopes, ground subsidence, faulting, extensive soil or rock and mining-related modifications or other human modifications of the natural geology which may pose some geologic hazard. No development shall occur in any areas of, or affected by, a geologic hazard without proper engineering.
  3. Erosion Hazard Potential: Erosion control practices are required for slope and for those areas with a “severe” erosion potential. An erosion control plan shall be prepared and implemented. Such plans shall address all issues relevant to erosion control including, but not limited to, the following:
    1. Methods of minimizing surface disruption;
    2. Re-contouring of disturbed areas;
    3. Conservation of topsoil;
    4. Conservation of existing vegetation;
    5. Revegetation procedures;
    6. Control and disposition of surface discharge;
    7. Protection of water courses and bodies;
    8. Stabilization of all disturbed areas, particularly slopes and unstable areas; and
    9. It shall include the recommendation of a Licensed Professional Engineer or the Town Engineer for structural foundations, retaining walls, road construction and any mater involving the alteration or reduction of natural support on slopes in excess of fifteen percent (15%).
  4. Danger to Life and Property: No development shall increase danger to life or property from flood hazard within the Town. This shall include, but not be limited to, prohibition of actions which might increase the size of the floodway, reduce flood channel capacity, constrict the size or flow of the flood channel, create a significant backflow condition, increase the potential for debris in the floodway or increase the volume or velocity of flood waters.
  5. Flood Plains: There shall be no development in the one hundred (100) year flood plain except as allowed in the Glenrock Zoning Ordinance.
  6. Adverse Effects: No structure should be placed in such a way so as to create a hazard, nuisance or danger to adjacent property.
  7. Underground Utilities: Within the area of the development, all utility lines shall be placed underground, and all surface disruptions shall be rehabilitated to the original or an improved condition.
  8. Drainage: All developments shall provide a drainage system that is designed to deposit all runoff into either the municipal drainage system or into an acceptable natural drainage.
  9. Refuse: All developments shall provide for an enclosed or screened three (3) sides, location for the storage of refuse. Such locations shall be secure, safe and sanitary and shall not disrupt or interfere with refuse pickup service. If the manner of storage or collection requires vehicular access, it shall be provided in such a way as not to impair vehicular movement along public roadways. The screening of refuse shall be accomplished in a style and detailing that is compatible with the architecture of the development.
  10. Landscaping:
    1. All developments shall have, at the minimum, their front yards landscaped. Landscaping materials shall be contained so as not to spill into the public right-of-way and thereby create a hazard.
    2. When a parking lot and public right-of-way are contiguous, a landscaping area will be provided between the two as approved.
    3. Any site contiguous to or facing residential uses shall have its parking lots, loading docks or similar uses screened from those uses.
    4. No less than six percent (6%) of the interior of all parking lots or drive-in facilities shall be devoted to landscaping.
    5. All landscaping shall be protected by front wheel retention devices on curbs.
  11. Residential: Storage in residential areas shall be limited to those items which are clearly incidental to residential functions and uses, and shall specifically exclude any commercial or industrially related storage.
  12. Screening: All types of storage must be screened in an approved manner.
  13. Snow Removal and Storage: All circulation areas shall be so designed and located so as to facilitate the removal and store of snow.
  14. Streets and Roadways: All developments shall be served by properly sized and constructed public roadways.
  15. Public Streets and Roadways: Public streets and roadways shall be constructed or brought into compliance with the Glenrock Street Standards.
  16. Right-of-Way Improvements; Landscape Rehabilitation: Rights-of-way along public roadways shall be rehabilitated and landscaped by the developer according to provisions if the Glenrock Street Standards.
  17. Ingress and Egress: Ingress and egress associated with public streets and roadways shall be established according to the provisions of the Glenrock Street Standards.
  18. Surface Rehabilitation: All surface disruption associated with the installation of utilities shall be returned to the natural or naturally-appearing grade, shall be properly treated for the surface discharge of water and shall be revegetated. Paved and other similar surfaces shall be returned to their prior conditions.
  19. Emergency Access: All developments shall provide adequate access for emergency vehicles and personnel.
