31.13 Parking

31.13.010 Off-Street Parking

  1. Parking Space Defined: For the purposes of this section, 200 sq. ft. of floor or site area together with adequate access to a public street shall be deemed one (1) parking space; the space being 10 ft. x 20 ft.
  2. Parking Space Requirements: Off-street parking shall be provided according to the following schedule:
    1. Central Business District (CBD). Shall be exempt from the off-street parking requirements.
    2. Art Galleries, Public Libraries or Museums. One (1) parking space for each 500 sq. ft. of gross floor area.
    3. Assembly Halls, Convention Halls, Exhibition Halls, Auditoriums, Coliseums, Field Houses, Lecture Houses, Stadiums and any other indoor or outdoor assembly, not regulated in this article, having seats of a fixed or semi-permanent nature. One (1) parking space for each three (3) seats for the first five thousand (5,000) seats and one (1) parking space for each five (5) seats in excess of five thousand (5,000) seats or one (1) parking space for each 30 sq. ft. of assembly floor area for the first 30,000 sq. ft. and one (1) additional parking space for each 50 sq. ft. of assembly floor in excess of 30,000 sq. ft. In any event, a minimum of fifteen (15) parking spaces shall be provided.
    4. Automatic or Vending Machine, such as ice, candy or food, but not gasoline or other petroleum products. Contiguous, accessible parking of one (1) parking space for each 15 sq. ft. of vending or automatic dispensing machines when they are displayed for use or situated any place other than in a building or structure requiring off-street parking.
    5. Churches. One (1) space for each six (6) seats or for each six (6) persons of design occupancy of the primary meeting room.
    6. Bowling Alleys: Six (6) parking spaces for each alley plus one (1) additional parking space for every two (2) employees but not less than fifteen (15) parking spaces.
    7. Drive-In Restaurant, Ice Cream Shops, Hamburger Stands or any other business offering food or drink in any form usually consumed on the premises but not in the building and usually in the car. One (1) parking space for each 50 sq. ft. of building excluding any indoor customer accommodation area when computing gross building floor area. Any customer accommodation area will normally mean a seat; but if the customer is not furnished a seat, then 20 lineal in. of bar or counter space available for use by the customer shall be considered to be the same as a seat and an additional parking space for every three (3) seats will be provided. The same will apply to any outdoor seating for customer use. In addition to the above, if the operation has a drive-up window or service-door type of operation, then an additional accommodation for a minimum of ten (10) cars with access to the window or door will be provided on the property for cars waiting to order or be served.
    8. Drive-up window or door service for dispensing prescriptions, clothing pick-ups or deposits. In addition to the normal off-street parking requirements based on the area of building provided in this article, an additional 500 sq. ft. of off-street parking will be provided adjacent to each drive-up window or door in such a manner as to permit proper access and exit and for the parking of the vehicle being served. No drive-up window, door or other opening will be permitted if the access to the parking space is determined to be a public nuisance or hazard.
    9. Hospitals, except animal hospitals, but including sanitariums, asylums, orphanages, convalescent homes, homes for the aged and infirmed and similar institutions. One (1) parking space for every two (2) beds for patients plus one (1) additional parking space for every staff doctor, but not less than four (4) parking spaces.
    10. Indoor skating rinks. One (1) parking space for each 180 sq. ft. of gross floor area. Where an indoor rink is also used for dancing, banquets or other assembly purposes, one (1) parking space shall be provided for each 30 sq. ft. of gross floor area.
    11. Medical centers, clinics, optometrist offices and dental buildings. One (1) parking space for each 200 sq. ft. of gross floor area or five (5) parking spaces for each doctor, dentist or optometrist, whichever shall be greatest, and two (2) additional parking spaces if such building contains a laboratory utilizing scientific equipment for the diagnosis or treatment of patients of the owner or occupant.
    12. Mortuaries or funeral parlors. One (1) parking space for each 50 sq. ft. of floor area in rooms used for a chapel, slumber room or parlor; but not less than six (6) parking spaces.
    13. Motels, tourist homes, motor courts, tourist cabins or motor hotels. One (1) parking space for each sleeping room or unit plus one (1) additional parking space for the owner or manager if resident on the premises. Requirements for restaurants, bars or other facilities are additional.
    14. Multiple family dwellings or structures and all private housing projects. Two (2) sparking spaces for each unit. (Garage may be one (1) or more parking spaces.)
    15. Single family residence. Two (2) parking spaces. (Garage may be one (1) or more parking spaces.)
    16. Private clubs, club houses, lodges, lodge halls, union halls and similar uses. One (1) parking space for each 30 sq. ft. of gross floor area, exclusive of sleeping accommodations. If sleeping accommodations are provided, one (1) additional parking space shall be provided for each 200 sq. ft. of floor area in rooms used for sleeping purposes.
    17. Public buildings not regulated in this article. As determined by the Governing Body after public hearing and after recommendations by the Town Planning Commission.
    18. Public or private elementary, junior high, kindergarten or nursery schools. One (1) parking space for each classroom, library, cafeteria and office.
    19. Restaurants, diners, cafes, coffee shops, tearooms, night clubs, bars, taverns and all other similar uses where service is indoors. One (1) parking space for every three (3) seats provided plus one (1) additional parking space for each 100 sq. ft. of gross floor area. Any customer accommodation area will normally mean a seat; but if the customer is not furnished a seat, then 20 lineal in. of bar or counter space available to be used by the customer shall be considered to be the same as a seat.
    20. Retail business, department stores, banks and other financial lending institutions, commercial or governmental agencies, professional or office buildings, except as otherwise herein stated. One (1) parking space for every 200 sq. ft. of floor space; but not less than a minimum of four (4) such spaces for each building.
    21. Rooming or boarding houses, fraternity or sorority houses, hospital staff sleeping quarters, club houses, dormitories and any other building having rooms for sleeping purposes, except as otherwise provided for. One (1) parking space for every 200 sq. ft. of gross floor area of rooms used or designed to be used for sleeping purposes.
    22. Dormitories operated in connection with children’s homes or orphanages; rooming or boarding houses operated as a function of a philanthropic and eleemosynary organization. One (1) parking space for every five (5) beds; but not less than four (4) parking spaces.
    23. Terminal facilities, including airports, railroad passenger and freight stations, bus depots, truck terminals and all other similar personnel or material terminal facilities. At least such off-street parking, loading or maneuvering spaces as needed for normal operation of the facility as the Governing Body shall deem adequate. In no event shall the public right-of-way be used in the normal operation of the facility.
    24. Transient hotels. One (1) parking space for every three (3) guest rooms or suites, plus one (1) additional parking space for every two (2) regular employees. If, in addition to those spaces normally provided for guests or residents of the establishments, assembly halls, restaurants, coffee shops or bars are provided, additional parking spaces will be required in accordance with the regulations as set forth herein for such uses.
    25. Vocational schools, senior high schools, colleges or universities, professional, commercial or technical school. Whichever is greater of: 1. eight (8) parking spaces for each classroom, cafeteria, library and office; or 2. where assembly halls, auditoriums, gymnasiums or other places of assembly are part of the school facilities, parking shall be provided for at a rate of one (1) parking space for each six (6) seats or each 60 sq. ft. of assembly floor area if no fixed seats are provided.
    26. Wholesale, manufacturing and industrial plants, including warehouses and storage buildings and yards, public utility buildings, contractor equipment and lumberyards, research laboratories, business service establishments, fabricating plants and all other structures devoted to similar mercantile or industrial pursuits. One (1) parking space for each two (2) employees plus sufficient space to park all company-owned or leased vehicles, including passenger automobiles, trucks, tractors, trailers and similar company-owned or leased motor vehicles.
    27. Theatres, indoor. One (1) parking space for every four (4) seats.
    28. Trailers, trailer courts, trailer parks. Two (2) parking spaces for each trailer in addition to trailer parking space plus one (1) additional parking space for the owner or manager if resident on the premises.
    29. All other business or commercial uses not regulated in this Article; parking area ratios. 2 sq. ft. of parking area will be provided for each square foot of basement area when used for anything other than storage, plus 1 sq. ft. of parking area for each square foot of floor area above the ground or main floor, and will include mezzanines; provided that in the event of the enlargement of the floor area of any existing structure, only the square foot amount of the additional area will be considered in computing the parking requirements in accordance with the foregoing standards.
  3. Employee Parking: In addition to the requirements of any other section of this Ordinance, one (1) off-street parking space for each employee shall be provided for any land use other than an office building. The number of employees used in computing parking requirements shall be greatest number of persons employed at any time of the day or night.
  4. Loading Space Requirements: On any lot abutting an alley or having access to two (2) or more streets, at least one (1) off-street parking space shall be provided and maintained for every building or part thereof occupied by manufacturing, storage, warehouse, goods display, retail store, wholesale store, market, hotel, mortuary, hospital, laundry, dry cleaning establishment or other use similarly requiring the receipt of distribution by vehicles of materials or merchandise; and one (1) additional loading space shall be provided for each 10,000 sq. ft. of gross floor space so used in excess of 10,000 sq. ft. Such space may occupy all or any part of any required yard. No such space will be located closer than 50 ft. to any other lot in any residential zone unless wholly within a completely enclosed building or enclosed on all sides by a solid fence or wall not less than 6 ft. in height. No loading space shall be less than 10 ft. in width, 30 ft. in length and 14 ft. in height. Not required in CBD District.
  5. Parking of Mobile Homes, Travel Trailers, Recreational Vehicles and Trailers: Motor homes, travel trailers, recreational vehicles, and trailers may be stored or parked for more than twenty-four (24) hours in any residential zone only if said vehicle is located off of the public street, roadway easement or alley, does not create a safety hazard and is not occupied. It is specifically provided, however, than an occupied travel trailer, motor home or recreational vehicle may be located on privately-owned residential property with the permission of the owner of the property for a period not to exceed seventy-two (72) hours or with a special permit from the Town of Glenrock, subject to the following:
    1. The owner or occupant of any residential lot may park or store any three (3) such units owned by him on such lot; and
    2. The foregoing shall not apply to storage in authorized trailer sales areas, service facilities, authorized storage garages and authorized mobile home parks.
  6. Parking of vehicles is prohibited in the roadway easements in any zone.
