CHAPTER 12

OFF-STREET PARKING

11-12-1: USE OF BUILDING:

When the intensity of use of any building, structure or premises is increased through the addition of dwelling units, gross floor area, seating capacity or other units of measurement specified as requiring parking or loading facilities, parking and loading facilities as required herein shall be provided for such increased intensity of use. 11-12-2: CHANGE OF USE:

Whenever the existing use of a building or structure shall hereafter be changed to a new use, parking or loading facilities shall be provided as required for such new use. (Ord. 626, 10-7-2002)

11-12-3: ACCESS:

Access from a public street to parking spaces in a lot as required herein for commercial and industrial uses shall not be less than twelve feet (12') wide and not more than forty feet (40') wide at the curb line. (Ord. 626, 10-7-2002)

11-12-4: NONCONFORMING:

No lawfully existing building shall be deemed to be a nonconforming building solely because of the lack of any such required spaces; provided, that space being used for off-street parking or loading in connection with any such building at the time of the effective date of this Title shall not be further reduced in area or capacity. 11-12-5: FRACTIONAL SPACES:

When the calculation of the required number of spaces called for herein results in a fractional number, fractions equal to or greater than one-half (1/2) shall be adjusted to the next higher whole number of spaces. (Ord. 626, 10-7-2002)

11-12-6: USE NOT LISTED:

Parking space requirements for a use not specifically mentioned shall be the same as for a use specified which has similar traffic-generating characteristics. (Ord. 626, 10-7-2002)

11-12-7: TOTAL REQUIREMENTS:

Except as required for dwellings and motels, off-street parking facilities for several buildings, structures or uses, or for mixed uses, may be provided so that the total number of spaces so located together shall not be less than the sum of the separate requirements for each of the buildings or uses. 11-12-8: SURFACING:

Every open off-street parking area having more than four (4) contiguous parking spaces shall be hard surfaced, including access driveways according to the standard established by the City. (Ord. 626, 10-7-2002)

11-12-9: LIGHTING:

Lighting used to illuminate off-street parking areas shall be directed away from residential properties. Parking areas shall be effectively screened on any side adjoining property in a residential zone by a wall, fence or hedge to a height of six feet (6) except in the front yard setback area of the adjoining residential property, in which case the maximum height shall be four feet (4'). 11-12-10: REQUIREMENTS:

Parking spaces as hereinafter set forth shall be provided for all uses allowed and special uses permitted in any zone, provided that a greater or fewer number of spaces may be required or allowed in any case where a special use permit is involved:
   A.   For each dwelling unit to include multiple-family dwelling units, two (2) spaces, sufficient in size for a garage or carport for each family living unit.
   B.   For each guest bedroom in a hotel, motel, club, lodging house, one parking space.
   C.   For each four (4) beds in a convalescent, nursing, or rest home, sanitarium, drug and alcohol treatment centers or home for the care of children or the aged - one parking space; plus one parking space for each two (2) doctors assigned full time to the staff, plus two (2) parking spaces for each three (3) other employees.
   D.   For a hospital - one parking space for each one thousand (1,000) square feet of net floor area plus one parking space for each regular employee.
   E.   For a church, auditorium, theater, or sports arena - one parking space for each five (5) seats in the principal assembly room or area.
   F.   For floor space used by the public or by members in a social hall, dance hall, nightclub, pool hall, restaurant, or other similar enterprise or establishment - a number of parking spaces equal to twenty percent (20%) of the capacity in persons. For the purposes of this Section, capacity in persons shall mean the gross floor area divided by fifteen (15) square feet.
   G.   For a bowling alley - five (5) parking spaces for each lane.
   H.   For a drive-in theater - a reservoir space at the entrance containing one parking space for each ten (10) vehicles accommodated within.
   I.   Business offices, not otherwise specified - one parking space for each two hundred fifty (250) square feet of net floor area.
   J.   Medical or dental office or clinic - one parking space for each two hundred fifty (250) square feet of net floor area.
   K.   Mortuary - fifty (50) parking spaces.
   L.   Retail stores, banks and shops other than as specified below - one parking space for each two hundred (200) square feet of net floor area in excess of two thousand (2,000) square feet; and for drive-in banks - three (3) additional parking spaces for each teller window.
   M.   Any home being used as a lawful home occupation shall have two (2) additional parking spaces.
   N.   For manufacturing establishments - one parking space for each employee, based on the greatest number of employees at any one time.
   O.   For every building hereafter erected containing more than fifteen thousand (15,000) square feet in area and which is designed to be occupied by any use requiring regular receipt or dispatch of merchandise by truck, there shall be provided and maintained with adequate design to provide safe and efficient means of access and maneuvering, one loading space not less than thirty (30) feet in length, and ten feet (10') in width, exclusive of access platforms and maneuvering areas. 11-12-11: DESIGN STANDARDS FOR OFF-STREET PARKING:

   A.   Size And Dimension: The size and design of off-street parking shall be in accordance with the standards as shown.
   B.   Screening, Landscaping And Drainage:
      1.   Landscaping: Landscaping shall be required for all off-street parking areas for multi-family residential, commercial, industrial and technical developments;
      2.   Underground Sprinkling Systems: Underground sprinkling systems are required to maintain screening, planting strips, and other landscaping;
      3.   Screening: Whenever a commercial off-street parking area is located in or adjacent to a residential district, it shall be effectively screened on all sides which adjoin or face any property used for residential purposes by a wall, fence, or planting screen to a height of six feet (6') except in the front yard setback of the adjoining residential property, in which case the maximum height shall be four feet (4').
         a.   Suitable landscaping and ground cover shall be provided and maintained on a continuing basis within the planting strip. Planting screens or hedges shall not exceed two feet (2') in height where location is such that sight lines are necessary for vehicular movement across pedestrian ways.
         b.   At least one tree of not less than three inches (3") diameter size class shall be provided for every one thousand five hundred (1,500) square feet of pavement area.
      4.   Drainage: A drainage plan designed by an architect or an engineer shall be submitted and required for all off-street parking areas and shall be approved by the City Engineer.
   C.   Lighting: The illumination of a parking lot shall be designed so that the light from lighting fixtures in the parking lot does not reflect direct rays or spill over into adjacent residential districts. All parking lot lighting arrangements shall be installed as approved by the City Engineer. The following standards shall apply to all off-street parking lots.
      1.   All lighting fixtures shall not be placed higher than thirty feet (30') above the finished grade;
      2.   Fixtures shall be of the nonspill type and hooded to prevent glare;
      3.   Candle power per fixture shall be in accordance with the standards established by the City; and
      4.   Minimum security lighting shall be provided, as approved by the City Engineer.
   D.   Paving: All open off-street parking areas shall be paved in accordance with the standards established by the City, as approved by the City Engineer.
   E.   Striping: Parking spaces shall be marked with striping, which outlines each parking space and designates direction of traffic. (Ord. 626, 10-7-2002)
