CHAPTER 14

MANUFACTURED HOME PARK STANDARDS

11-14-1: ZONING:

Manufactured home parks and developments are permitted only in those zones and areas allowing the same or conditionally allowing the same as set forth in this Zoning Ordinance of the City following the notice, hearing and review procedures set forth therein. (Ord. 626, 10-7-2002)

11-14-2: SIZE OF DEVELOPMENT:

Each planned manufactured home development shall contain a minimum of ten (10) development units. (Ord. 626, 10-7-2002)

11-14-3: LOT COVERAGE:

No more than forty percent (40%) of any lot or place shall be covered by a manufactured home, nor shall more than forty five percent (45%) of any lot or space be covered by any structure or structures, including the manufactured home. Buffer area shall not be included in this calculation. (Ord. 626, 10-7-2002)

11-14-4: SPACING:

All manufactured homes, including their structural additions, shall be located on the manufactured home space as provided in Section 11-14-8 of this Chapter. No home shall be placed closer than twenty feet (20') to any of the development property lines abutting a public street. (Ord. 626, 10-7-2002)

11-14-5: SKIRTING:

The manufactured home park owner shall ensure that all manufactured homes placed within the City shall, within thirty (30) days of their installation, be completely skirted with a material harmonious in color and texture with the exterior of the manufactured home. (Ord. 626, 10-7-2002)

11-14-6: ACCESS:

All home parks shall have interior streets. All places within a manufactured home park shall have access to and abut upon an interior street. No home space shall have vehicular access to a public street, except via the interior street within the home development. The interior street shall be designed for vehicular traffic, shall be constructed and maintained according to this Title, not dedicated to the public, and shall provide access to and abut upon all spaces within the home park, and shall allow access to a public street. 11-14-7: GENERAL LAYOUT:

The general layout of a manufactured home park shall provide adequate circulation space within its confines and integrate with any existing or planned street pattern in the general area of the development. Public street dedication may be required if needed to provide proper integration with existing or planned streets. (Ord. 626, 10-7-2002)

11-14-8: MINIMUM LOT DIMENSIONS:

Minimum requirements for each manufactured home lot shall be as follows:
   A.   Minimum width, forty feet (40');
   B.   Minimum area, three thousand six hundred (3,600) square feet;
   C.   Minimum parking area, a paved or concrete space of no less than four hundred (400) square feet;
   D.   Minimum front setback from interior park streets, ten feet (10');
   E.   Minimum side yard setback from interior park street, ten feet (10');
   F.   Minimum space between manufactured homes, fifteen feet (15');
   G.   Minimum side yard setback from interior lot lines, seven feet six inches (7'6");
   H.   Minimum accessory patio area, one hundred twenty (120) square feet. The accessory patio is to be constructed of concrete or masonry materials of a minimum thickness of four inches (4"). (Ord. 626, 10-7-2002)

11-14-9: UTILITIES:

The park shall be equipped with basic public utilities in a form that will make them readily usable by a conventional manufactured home. All utilities shall be underground and shall meet a minimum state standard. (Ord. 626, 10-7-2002)

11-14-10: SEWER LINES:

All sewer lines shall be located in trenches of sufficient depth to be free of breakage from traffic or other movements and shall be separated from the park water supply system at a safe distance. Sewers shall be at a grade which will insure a velocity of two feet (2') per second when flowing full. All sewer lines shall be constructed of materials approved by the City, shall be adequately vented, and shall have watertight joints. (Ord. 626, 10-7-2002)

11-14-11: INDIVIDUAL SEWER CONNECTIONS:

   A.   Each home stand shall be provided with at least a four inch (4") diameter sewer riser pipe. The sewer riser pipe shall be so located on each stand that the sewer connection to the manufactured home drain outlet will approximate a vertical position.
   B.   The sewer connection shall have a slope of at least one-fourth inch (1/4") per foot; provided, that the total distance shall not exceed twelve feet (12'). The sewer connection shall consist of one pipeline only without any branch fittings. All sewer connections shall have watertight joints.
   C.   All materials used for sewer connections shall be rigid, corrosive-resistant, absorbent and durable. The inner surface shall be smooth.
   D.   The riser shall be protected within a concrete curb or by a concrete collar at least three inches (3") thick and extending twelve inches (12") from the riser in all directions. The finished grade shall be sloped in divert surface drainage away from the connection. The riser shall be protected from heaving and thawing by back filling the trench with sand from the trench bottom to an elevation suitable to support the protective collar. The sewer connection shall be equipped with couplings that will assure tight joints at the manufactured home and at the drain. The sewer risers shall be plugged when the home does not occupy the space. (Ord. 626, 10-7-2002)

11-14-12: GENERAL PLUMBING REQUIREMENTS:

All plumbing within each manufactured home and all plumbing within the mobile home park shall comply with the standards of the State and the City. (Ord. 626, 10-7-2002)

11-14-13: WATER DISTRIBUTION SYSTEMS:

   A.   The system shall be so designed and maintained to provide a pressure of not less than twenty (20) pounds per square inch under normal operating conditions at service buildings and other locations requiring potable water supply and be of the size required by the City.
   B.   Fire hydrants shall be required to maintain standards of fire protection, i.e. not more than five hundred feet (500') from any home.
   C.   Individual water riser pipes shall be located within the confined area of the home stand at a point where the water connection will approximate a vertical position.
   D.   Adequate provisions shall be made to prevent freezing of service lines, valves and riser pipes and to protect risers from heaving and thawing actions of ground during freezing weather. Surface drainage shall be diverted from the location of the riser pipe.
   E.   A shutoff valve below the frost line shall be provided near the water riser pipe on each home lot.
   F.   Underground stop and waste valves shall be installed on each water service. (Ord. 626, 10-7-2002)

11-14-14: ACCESSORY STRUCTURES:

The occupant of any space in a manufactured home park may erect or install accessory structures such as patio covers, storage buildings or cabanas; provided, such structures shall be incombustible and harmonious in design with the manufactured home to which they belong. They shall in no instance violate the minimum space and setback requirements contained in this Chapter. (Ord. 626, 10-7-2002)

11-14-15: STREETS:

All interior park streets shall be at least fifty feet (50') in width, in accordance with standard specifications and drawings of the City, and which shall be part of a street system, which feeds directly into a public street or highway. The maximum length of a cul-de-sac shall be four hundred feet (400') and the minimum radius of the turning circle at the end of a cul-de-sac shall be forty five feet (45'). A hammerhead design may be accepted upon approval of design. Streets shall have at least six inches (6") of sub-base, two inches (2") prepared base, and two and one-half inches (21/2") of plant-mix hot asphalt material. The Fire Chief shall approve plans for emergency access. (Ord. 626, 10-7-2002)

11-14-16: ELECTRICAL DISTRIBUTION SYSTEM:

   A.   General Requirements: Every park shall contain an electric wiring system consisting of wiring, fixtures, equipment, and appurtenances which shall be installed and maintained in accordance with the electrical code of the State and such other regulations governing electrical distribution systems.
   B.   Individual electrical connections shall conform to the requirements of the electrical code of the City and State. Each trailer shall have its own electric service and no park permit shall distribute electricity.
   C.   The design and layout of the park will provide free access to meters, electrical devises, wiring for inspection, meter reading and other purposes associated with the distribution of electrical energy. (Ord. 626, 10-7-2002)

11-14-17: RECREATIONAL AREA:

A common recreation area, properly landscaped, leveled and developed, shall be provided for each park. In no case shall such area be less than four percent (4%) of the total area of the manufactured home park. If the area requirement is to be met by small parks dispersed through the manufactured home park, no single park area shall contain less than six thousand eight hundred (6,800) square feet. 11-14-18: STREET GRADES AND DRAINAGE:

The grades of streets and roadways shall at no place in the park exceed six percent (6%). The entire area shall be adequately drained and stable. Storm drainage facilities shall be provided as required by the Building Official. (Ord. 626, 10-7-2002)

11-14-19: PEDESTRIAN WALKWAYS:

Pedestrian walkways, four feet (4') in width, and constructed according to standard drawings and general specifications of the City, shall be provided along the street frontage of all home spaces and on the street frontage of all recreation and accessory areas. (Ord. 626, 10-7-2002)

11-14-20: RECREATIONAL VEHICLE PARKING:

Each park shall contain an area set aside for parking recreational vehicles. Said area shall be fenced and contain two hundred (200) square feet for each home space to be provided in the park. (Ord. 626, 10-7-2002)

11-14-21: SCREENING:

The periphery of every manufactured home park shall have sight proof screening from adjacent private property, and at the discretion of the Planning and Zoning Commission, screening may be required adjacent to the public right of way. All screening shall be maintained in a good state of repair. (Ord. 626, 10-7-2002)

11-14-22: MANAGEMENT OFFICE:

An office shall be maintained on the park premises which allows residents to contact the park management at all times of the day. (Ord. 626, 10-7-2002)

11-14-23: IMPROVEMENTS TO PERIPHERAL RIGHT OF WAY:

The developer of a manufactured home park shall be required to improve the public right of way upon which his development touches to standards equivalent with those imposed upon applicants for building permits within the City. (Ord. 626, 10-7-2002)

11-14-24: STREET LIGHTING:

Interior street lighting shall be provided which illuminate to an intensity of one and five-tenths (1.5) foot-candles at all places on the roadway. (Ord. 626, 10-7-2002)

11-14-25: SPACE NUMBERING:

Each space in any manufactured home park shall be marked with its proper space number in a manner that will provide conspicuous identification for public safely personnel. Each numbering shall be subject to approval by the Building Official. (Ord. 626, 10-7-2002)

11-14-26: ANIMAL RESTRICTIONS:

No domestic animals or house pets shall be allowed to run at large or commit any nuisances within the limits of a manufactured home park, and the City shall have the right to impound, destroy, and issue citations, and the owners of said animals shall be subject to the penalty provisions of Section 11-20-2 of this Title for violation of the same. 11-14-27: SIGNS:

The Building Official may order the erection of any necessary vehicular and pedestrian control and regulatory signs within the park, and the owner shall immediately comply at his own expense. (Ord. 626, 10-7-2002)
