The purpose of the R-2 Combined Residential Zone is to provide medium density residential development, well designed and properly located in the community pattern adjacent to shopping, recreation, cultural and other community facilities. (Ord. 626, 10-7-2002)
11-4-2: PERMITTED USES:
The following uses are allowed in the R-2 Zone:
A. Those permitted uses allowed in the R-1 District as regulated therein;
B. Two-family and multiple-family dwellings limited to not more than four (4) units;
C. Accessory uses on the same lot with, and of a nature customarily incidental and subordinate to the principal use or structure thereon;
D. Libraries;

11-4-3: SPECIAL USES:
The Planning Commission may, after proper notice and public hearing as prescribed in Chapter 11 of this Title, permit the following uses where such uses are deemed essential or desirable to the public convenience or welfare. The Commission shall have the authority to impose such conditions and safeguards as it deems necessary to protect the best interests of the surrounding property or neighborhood from damage, hazard, nuisance or other detriment:
A. Those uses requiring special use permits and as regulated therein in the R-1 District;
B. Multiple-family dwellings exceeding four (4) units;
C. Manufactured home parks;
D. One sign not to exceed thirty two (32) square feet in area pertaining to the identification, rent, sale or lease of the building or premises where the sign is located. Signs shall be nonrevolving and indirectly lighted. Signs may be permitted to exceed this size if allowed by special use permit;
E. Mobile Homes.
All other uses not mentioned but similar in nature to the special uses listed above may be considered under a special use permit upon permission of the City. (Ord. 626, 10-7-2002)
11-4-4: HEIGHT REGULATIONS:
Any building or structure or portion thereof hereafter erected shall not exceed three (3) stories or thirty feet (30') in height. (Ord. 626, 10-7-2002)
11-4-5: SETBACK REQUIREMENTS:
The following are setback requirements in the R-2 Zone:
A. Front Yard: No building or structure shall be erected nearer than twenty feet (20') from the right-of-way line of the street provided, when lots comprising fifty percent (50%) or more of the frontage between two (2) intersecting streets are already developed with buildings having front yards with a variation of not more than fifteen feet (15') in depth, the average of such front yards shall establish the minimum front yard depth for the entire frontage. In no case shall a front yard of more than thirty feet (30') in depth be required;
B. Side Yard: No building shall be erected closer than five feet (5') to any side property line, except corner lots shall maintain a twenty foot (20') side yard adjacent to the street which intersects the street upon which the building fronts;
C. Rear Yard: There shall be a rear yard having a depth of not less than five feet (5') with an alley and twelve feet (12') without an alley;
D. Fences: Fences shall not exceed six feet (6') in height when located behind the front setback line and may be placed upon the property line. Fences located in the front yard area as defined above may not exceed four feet (4') in height and must be placed no closer than six inches (6") inside of the right of way. (Ord. 626, 10-7-2002)
11-4-6: AREA REQUIREMENTS:
The following are area requirements in the R-2 Zone:
A. The minimum lot area for single-family and two-family dwellings, six thousand (6,000) square feet;
B. The minimum lot area for each dwelling unit above that required for two-family dwellings shall be one thousand (1,000) square feet of land area for each additional unit;
C. Not more than forty five percent (45%) of the lot area may be covered by buildings or structures;
D. The minimum lot area and minimum park area requirements for manufactured home parks shall comply with minimum lot and area requirements in Chapter 14 of this Title;
E. Not more than one home shall be placed on any parcel with a fifty foot (50') front line. (Ord. 626, 10-7-2002)
11-4-7: ACCESSORY USES:
Accessory uses are permitted if constructed either at the same time or subsequent to the main building. Such uses shall be limited to one story in height and shall not encroach upon the front or side yards or rear yard setback. (Ord. 626, 10-7-2002)
11-4-8: OFF-STREET PARKING REQUIREMENTS:
The following are off-street parking requirements for the R-2 Zone:
A. For up to four (4) units on a single lot, two (2) spaces for each unit as defined in Chapter 12 of this Title, sufficient in size for a garage, carport or driveway;
