It is the purpose of the B-1 Neighborhood Business District to provide for a full range of business, office, professional and commercial uses intended to serve local residents where dependence on heavy vehicular traffic is not necessary.

1131.04 CONDITIONALLY PERMITTED USES.
Conditionally permitted uses are as follows:
(a) Automotive service stations, gasoline sales establishments and repair garages (subject to the standards of Section 1115.05) and other similar sales, service, professional or business establishments.
(b) Essential services and utilities.
(c) A drive through window in association with a permitted or conditional use.
(d) Places where food or beverages are not consumed within a building but rather at an outdoor eating area adjacent to and as an accessory use to a building or leased space within a building.
(e) Medical marijuana cultivation, processing, and retail dispensaries.
(f) Vape and smoke shops, vaporizer stores, smoke shops, cigar shops and/or similar operations that sell paraphernalia typically associated with controlled substances. Hookah lounges, smoke lounges, vapor lounges or other similar establishments.
(g) Body art establishments, including tattoo parlors, body piercing parlors, or other similar services.
The minimum lot area for properties in the B-1 Business District shall not be less than 6,000 square feet and a width of not less than 50 feet.

1131.06 MINIMUM FRONT YARD SETBACK.
The minimum front yard setback for properties in the B-1 Business District shall be not less than 25 feet. However, open porches may extend twelve feet into the required front yard as long as there are no enclosing materials of any kind between the floor and the ceiling or roof of the porch. 1131.07 MINIMUM SIDE YARD SETBACK.
There shall be no minimum side yard setback in the B-1 Business District except when a property abuts any Residence District; then the minimum side yard setback shall be not less than 30 feet each side. (Ord. 2013-04-CD. Passed 4-2-13.)
1131.08 MINIMUM REAR YARD SETBACK.
There shall be no minimum rear yard setback in the B-1 Business District except when a property abuts any Residence District; then the minimum rear yard setback shall be not less than 30 feet. (Ord. 2013-04-CD. Passed 4-2-13.)
1131.09 MAXIMUM HEIGHT REGULATIONS.
The maximum height regulations for properties in the B-1 Business District shall be as follows:
(a) No principal structure shall exceed 35 feet in height.
(b) No accessory structure shall exceed 25 feet in height.

1131.10 ADDITIONAL REQUIREMENTS.
(a) In addition to the standards established in this Chapter, uses within the B-1 Neighborhood Business District must conform to the standards established in Chapter 1145, Bufferyards and Landscaping and Chapter 1147
, Off-Street Parking and Loading.
(b) Site plan review and/or conditional use approval by the Planning Commission is required for all new structures and expansions located in the B-1 Neighborhood Business District. This review shall be conducted in accordance with the standards and procedures outlined in Section 1151.07.
