24 PF PUBLIC FACILITIES ZONE

§ 19.24.010 Purpose of zone.

The purpose of the public facilities zone is to designate land devoted to public facilities and utilities. This designation includes public schools, parks, civic and public parking facilities. All lands under public or quasi-public ownership and lands utilized for public recreational purposes may be zoned in the public facilities classification.

§ 19.24.020 Permitted uses.

The following uses are permitted in the public facilities zone:
A. 
Public parks, playgrounds, athletic fields, gardens, tennis courts, swimming pools;
B. 
Public school facilities;
C. 
Civic center facilities;
D. 
Public parking facilities;
E. 
Buildings and facilities owned or operated by a governmental or quasi-public agency;
F. 
Public and/or municipal recreation facilities;
G. 
Public library;
H. 
Public riding and hiking trails.

§ 19.24.022 Conditional uses.

The following uses are permitted in the public facilities zone subject to the approval of a conditional use permit:

Wireless communications facilities.

§ 19.24.025 Special use-Mobilehomes, trailers, motorhomes used for temporary habitation.

The City Council may grant permission for a mobilehome, trailer, or motorhome to be temporarily used for living and/or sleeping purposes by a caretaker or watchkeeper, when used exclusively by the owner of such mobilehome, trailer or motorhome, for a period of time and upon such reasonable conditions as the City Council may establish. No such mobilehome, trailer, or motorhome shall be used as a permanent place of habitation.

§ 19.24.030 Development standards.

Any proposed development or use shall be subject to the site plan review process as designated in Chapter 19.81 of this title. Upon completion of all required application forms, the Planning Commission shall hold a noticed public hearing. The site plan review process shall determine all applicable setbacks, lot coverage, building height, parking, siting, signs and other standards required to assure compatibility with the surrounding lands and uses. A finding must also be made that the application is in conformance with the applicable elements of the City of Imperial Beach General Plan and the Coastal Land Use Plan.
