In addition to those building permits and other City-granted licenses and entitlements which may be required for the development of property in the City, a flood hazard area development permit shall be obtained from the City Engineer prior to the commencement of any construction of any physical change to improved or unimproved real estate, including but not limited to buildings, structures, mining, dredging, filling, grading, paving, excavation or drilling operations within the areas of special flood hazard.
