"D" SUPPLEMENTAL DESIGN REVIEW ZONE

§ 12-35 D Zone. Permitted Uses.

The D Zone shall not be construed to reduce or limit the uses permitted in any zone supplemented by it. The regulations governing the zone supplemented by the D Zone shall govern the uses permitted.

§ 12-35.1 Purpose of Zone.

The D Zone is intended to ensure the maintenance of high design standards in the vicinity of certain public buildings and grounds, certain thoroughfares of city wide importance, and in other areas of unusual civic significance where design review is needed to achieve the objectives of this Chapter.

§ 12-35.2 Plan and Drawing Requirements.

The owner or authorized agent shall submit the following drawings to the Planning Division prior to applying for a building permit:
(a) 
A site plan, drawn to scale, showing the proposed layout of structures and other improvements including, where appropriate, driveways, pedestrian walks, off-street parking and off-street loading areas, landscaped areas, fences, and walls. The site plan shall indicate the locations of entrances and exits and the direction of traffic flow into and out of off-street parking and off-street loading areas, the location of each parking space and each loading berth, and areas for turning and maneuvering vehicles. The site plan shall indicate how utilities, service, and drainage are to be provided.
(b) 
A landscape plan, drawn to scale, showing the locations of existing trees proposed to be removed and proposed to be retained on the site, the location and design of landscaped areas and the varieties and sizes of plant materials to be planted therein, and other landscape features.
(c) 
Architectural drawings or sketches, drawn to scale, including floor plans in sufficient detail to permit computation of yard requirements, and showing all elevations of the proposed structures as they will appear upon completion. All exterior surfacing materials and colors shall be specified.
(d) 
Scale drawings of all signs showing size, location, material, colors, and illumination, if any.
(e) 
The Director may require additional information if necessary to determine whether the purposes of this Section are being carried out, or may authorize omission of any or all of the drawings required by this Section if they are not necessary in order to comply with said purposes. Plans and drawings shall be filed in duplicate.

§ 12-35.3 Standards Governing Approval.

The Planning Commission in reviewing all plans submitted shall be governed by all applicable provisions of the Inglewood Municipal Code as well as the following standards:
(1) 
The proposed development is consistent with all applicable design guidelines and Objective Design Standards and Guidelines.
(2) 
Adequate traffic and pedestrian circulation and access ways shall be required to be provided or dedicated and improved as necessary to avoid congestion and to prevent adverse effects on neighboring property.
(3) 
All buildings or structures shall be so arranged as to permit convenient access for the City's emergency and service equipment. Fire hydrants, standpipes, and other fire protection devices may be required to be installed and maintained at the applicant's expense.
(4) 
The building and landscaping shall have scale and proportions which relate to its size, surroundings, and use.
(5) 
Building elevations shall be designed to be compatible with the characteristics of the surrounding areas.
(6) 
Landscaping, exterior lighting, walls, fences, and screen planting shall be provided, maintained, and designed to be compatible with the characteristics of the surrounding areas.

§ 12-35.4 Planning Commission Review.

The Planning Commission shall review the plans and approve, conditionally approve, or disapprove them based upon the standards designated in Section 12-35.3 and the other requirements of the Inglewood Municipal Code pertaining thereto.

§ 12-35.5 Notice to Applicant.

The Planning Commission shall give notice of its determination within thirty days of the filing of completed maps and drawings, or an extension of time agreeable to the applicant in accordance with the provisions of this Chapter. Failure to give such notice within thirty days shall be deemed a disapproval for purposes of appeal to the City Council.

§ 12-35.6 Appeal Procedure.

Within ten days after the notice of disapproval or conditional approval has been mailed to applicant, the applicant may appeal to the City Council by filing a written notification thereof with the City Clerk. The City Council shall consider the appeal duly filed at its next regular meeting to be held at least seven days after the filing of said appeal. If no appeal is taken pursuant to the provisions of this Section, the action of the Planning Commission shall be deemed final.

§ 12-35.7 Expiration of Design Review Approval.

Design Review Approval shall become null and void if not fully exercised within the time period specified by the Planning Commission or, if no date is specified, within one year following the date on which the Design Review Approval becomes effective. The Planning Commission may grant one six-month extension to a Design Review Approval provided a written request for such extension is received by said Commission prior to the expiration of said time limit. The written extension request shall include an explanation why the work was not conducted during the original approval period and estimate the time needed to complete the work.
