34.- PUBLIC FACILITY
The Public Facility Zoning District is intended to provide area for buildings and facilities that are owned and operated by federal, state, or local governments, public utilities, special districts, or nonprofit organizations which are used to provide governmental or public services. This zone also provides for school sites, public parks, natural areas, trails, wetlands, and similar types of open space zoned and managed by a local government or special district.

Development standards provide building separation for fire protection/security, building maintenance, sunlight and air circulation, noise buffering, and visual separation.
Building setbacks are measured from the building foundation to the respective property line.

All service, repair, processing, or storage on property abutting a Residential Zone shall be conducted wholly within an enclosed building unless screened from the Residential Zone by a site-obscuring fence or wall.

Parking standards in KMC 15.25 also apply to the following on-site parking requirements:
When calculating square footage for parking requirements, indoor parking and garages for vehicle and equipment storage will not be included in that calculation.
Parking and loading areas abutting or directly across the street from a Residential Zone shall be set back the minimum front yard setback as indicated in KMC 15.34.030. This setback area shall be appropriately landscaped along the residential street frontage to protect the character of the adjoining residential property and to shield vehicle headlights.

The landscaping requirements found in this section are in addition to any other landscaping requirements as found in KMC 15.24. Each applicant for manufacturing development shall submit a complete and detailed landscaping plan for review by the Kamas City Planning Commission concurrently with submission of other documents and plans.
All setback areas adjacent to a public street shall be fully landscaped and properly maintained. Trees shall be planted at the rate of at least one tree per 30 lineal feet along the public street. The applicant shall provide appropriate guarantees on the trees, and shall have no less than a 1½ inch to two inch caliper in size. Trees may be planted in clusters to create a more natural and/or screening effect, if appropriate.
All disturbed ground areas shall contain grass, or another ground cover acceptable to and approved by the planning commission, and shall be sufficiently irrigated. Shrubs, flower beds, bark, mulch, and other appropriate ground cover is highly encouraged. All landscaped areas shall be maintained using a sprinkling and/or irrigation system which is capable of being engaged automatically on a regular basis.
Parking areas shall be landscaped in a manner acceptable to and approved by the planning commission.
