88 BINGO GAMES FOR CHARITABLE PURPOSES

§ 18.88.010 Permitted use.

Bingo games for charitable purposes permitted under Chapter 9.12 of this code are permitted uses in the Inst institutional and O official zones only. A new or revised master plan or precise plan of design may be required under Section 18.88.030 of this chapter.

§ 18.88.020 Conditional use.

Bingo games for charitable purposes may be authorized by a conditional use permit:
A. 
In the M-H-P mobilehome park zone;
B. 
In any other residential or specific plan zone on the premises of a church or school;
C. 
In any A-P administrative-professional, C-M commercial manufacturing, or SP specific plan zone as an accessory use to the operation, authorized by prior conditional use permit, of an organization listed as eligible to conduct bingo games under Penal Code Section 326.5.

§ 18.88.030 Building and parking requirements.

All bingo games shall be held indoors, in the fully enclosed permanent facilities, with parking that has been determined by the planning director or planning commission to be adequate for the intended use. The director or commission may require a new or revised master plan or precise plan of design if the director or commission determines that existing approved plans do not provide adequate parking.

§ 18.88.040 Signs.

No signs identifying or promoting bingo games shall be erected or maintained where visible from any public street or park; provided, bulletin board signs approved under Title 17 may be used for on-site announcement of bingo games.

§ 18.88.050 Planning commission review.

A. 
The planning director and planning commission shall be empowered to take other criteria into account to determine the compatibility of a bingo game with adjacent and surrounding land uses, including but not limited to location of other bingo games, or impacts of noise, on-street parking, in making a decision to approve or deny a bingo permit or conditional use permit for bingo.
B. 
In their review of the bingo permit the planning director or planning commission may consider and specify other conditions to deter outdoor congregation by bingo patrons, to limit the method and hours of operation in order to achieve land use compatibility.

§ 18.88.060 Permit required.

No organization shall conduct or cause to be conducted a bingo game in the city without having secured a permit in accordance with the requirements of Chapter 9.12 of this code.
