Statement of Intent
Generally, this district covers areas that have been traditional village centers. It is intended for the conduct of business to which the public requires direct and frequent access in addition to primary residences. This district will provide area in which residential and commercial uses can be commingled in a mutually supportive manner, and provides for the location of a business and a residence in the same building. This district is designed to encourage the centralization of permitted uses as a means of revitalizing traditional village areas and making the delivery of goods and services more cost effective. It will serve as the alternative to strip development along currently undeveloped traffic corridors, a practice that will be discouraged.

A rural village area shall be defined and approved. Once defined, it is included in this district. In the Rural Village Overlay, All Districts, structures to be erected or land to be used shall be for one or more of the listed uses. Businesses permitted within this district are required to conduct all aspects of their operations enclosed under roof and are limited to 4,000 square feet of floor area, unless otherwise approved with a special exception.

21-1-3. Residences located in the same building as a business. Residences can be above the business, below it, or attached to it. Residence portion of the shared building must conform to building codes for residential structures.

21-2-1. Before a building permit shall be issued or construction commenced on any permitted use in this zoning district, or a permit issued for a new use, plans, in sufficient detail to show the operations, processes and information as required by article 22, site plans, shall be submitted to the zoning administrator.
21-2-2. For permitted uses utilizing individual sewage disposal systems, the health official shall approve required area for such. The administrator may require a greater area or connection to a municipal sewage treatment facility if considered necessary by the health official and approved by the board of supervisors. Conditional septic disposal system permits that limit the use of the subject property to a specified portion of the year are hereby strictly prohibited.
21-2-3. Sufficient area shall be provided:
(a)
To adequately screen permitted uses and storage materials from adjacent properties;
(b)
For off-street parking of vehicles incidental to the business, its employees and clients;
(c)
To plant necessary vegetative buffers and other types of landscaping that enhances aesthetic appeal of the structure; and
(d)
For adequate density of development.

Buildings or structures, excluding signs, shall be located no less than 60 feet from the nearest edge of the right-of-way of any street or road. This shall be known as the "setback line."

For permitted uses, the minimum side yard adjoining or adjacent to a residential or agricultural district shall be 25 feet and off-street parking shall be in accordance with the provisions contained herein.

21-5-1. Buildings may be erected up to 24 feet in height from grade. However, the height limit may be increased to 35 feet for any building when side yards of at least 25 feet are provided. Chimneys, flues, flagpoles, television antennae, communication towers, and radio aerials are specifically exempt from this requirement except as may be provided for elsewhere in this article. Parapet wall may be up to four feet above the height of the building on which the wall rest.
21-5-2. A public or semipublic building such as a school, church, library, or general hospital may be erected to a height of 60 feet from grade, subject to such conditions deemed necessary by the board of supervisors.
21-5-3. No accessory structure that is within ten feet of any property lot line shall be more than one story high.
