Notices of public hearings, giving the time, place and purpose of such hearing, on applications for variance, use permits, conditional development permits, amendments to this chapter changing the boundaries of any district, or appeals, shall be given by the body conducting such hearings by both of the following methods:
(1) By publication in a newspaper of general circulation in the city at least ten (10) days prior to such hearing;
(2) By mailing of notice to owners of property within three hundred feet (300) of the exterior boundary of the property involved, using for this purpose the last known name and address of such owners as shown upon the current assessment roll maintained by the city at least fifteen (15) days prior to such hearing.
The failure of any property owner to receive such notice of hearing will not invalidate the proceedings.
