1291.01 PERFORMANCE STANDARDS GENERALLY.
No land or building in any district shall be used or occupied in any manner that creates dangerous, injurious, noxious or otherwise objectionable conditions which could adversely affect the surrounding areas or adjoining premises, except that any use permitted by this Zoning Code may be undertaken and maintained if acceptable measures and safeguards are implemented to reduce dangerous and objectionable conditions, which could adversely affect the surrounding areas or adjoining premises, to acceptable limits, as established by the performance requirements in Sections 1291.02 through 1291.12.

1291.02 FIRE HAZARDS.
Any activity involving the use or storage of flammable or explosive materials shall be protected by adequate fire-fighting and fire prevention equipment and by such safety devices as are normally used in the handling of any such material. Such hazards shall be kept removed from adjacent activities to a distance which is compatible with the potential danger involved.

1291.03 RADIOACTIVITY OR ELECTRICAL DISTURBANCE.
No activity shall emit dangerous radioactivity at any point, or electrical disturbance adversely affecting the operation of any equipment at any point other than that of the creator of such disturbance.

1291.04 NOISE.
Objectionable noise, as determined by the Zoning Inspector, which is due to volume, frequency or beat, shall be muffled or otherwise controlled. Air raid sirens and related apparatus used solely for public purposes is exempt from this requirement.

1291.05 VIBRATION.
No vibration shall be permitted which is discernible without instruments on any adjoining lot or property.

1291.06 AIR POLLUTION.
Air pollution shall be subject to the requirements and regulations established by the Director of the Ohio Environmental Protection Agency.

No direct or reflected glare shall be permitted which is visible from any property outside a manufacturing district or from any street.

1291.10 ENFORCEMENT; AUTHORITY OF ZONING INSPECTOR.
The Zoning Inspector, prior to the issuance of a zoning permit, may require the submission of statements and plans indicating the manner in which dangerous and objectionable elements involved in processing and in equipment operations are to be eliminated or reduced to acceptable limits and tolerances.

1291.11 MEASUREMENT PROCEDURES AND STANDARDS.
Methods and procedures for the determination of the existence of any dangerous and objectionable elements shall conform to applicable standard measurement procedures published by the American Standards Association, Inc., New York; the Manufacturing Chemists' Association, Incorporated, Washington, D.C.; the United States Bureau of Mines; and the Ohio Environmental Protection Agency.

1291.12 NIGHT OPERATIONS; PROXIMITY TO RESIDENTIAL DISTRICTS.
No building customarily used for night operation, such as bakery or milk bottling and distribution station, shall have any opening, other than stationary windows or required fire exits, within 200 feet of any residential district, and any space used for loading or unloading commercial vehicles in connection with such an operation shall not be within 100 feet of any residential district.
