BUSINESS DISTRICTS

11-6-1: BUSINESS DISTRICTS PURPOSE STATEMENTS:

   (A)   Purpose Of B-1 Neighborhood Business Residential District: The purpose of the B-1 neighborhood business residential district is to provide for areas of small scale, low intensity business, office, mixed use and residential opportunities in a manner that assures that the bulk, intensity and design of development is compatible with adjacent residential neighborhoods.
   (B)   Purpose Of B-2 Village Center District: The purpose of the B-2 village center district is to establish a zoning district that recognizes and protects the unique scale and character of Midlothian's village center by permitting compatible uses, including mixed uses, that enhance its physical character and identity. The village center district is differentiated from other business districts in that the pattern of development is oriented toward the pedestrian, and the use, yard and bulk standards reflect Midlothian's desire to create a village center that generates pedestrian activity.
   (C)   Purpose Of B-3 Community Commercial District: The purpose of the B-3 community commercial district is to maintain and promote a broad mix of large scale and small scale retail, service and office uses that provide goods and services for the village as well as the surrounding region. Notes:
   1.    In the B-1 district, residential units shall be required to meet the bulk requirements of the R-2 district (for single-family dwellings) and the R-4 district (for 2-unit townhouses, and multi-family dwellings). In the B-2 district, residential units above the ground floor shall be required to meet the bulk requirements of the R-4 district, except that the density may be increased to 42 dwelling units per gross acre.
   2.    Planned unit development provisions applicable to the B-2 village center district can be found in chapter 15, "Planned Unit Development", of this title.
   3.    10 feet maximum only if the area in front of front, corner or side building line is occupied by landscaping, a sidewalk, an outdoor cafe or a monument sign. Under no circumstances shall the front or corner yard setback area be utilized for vehicular circulation or parking.
   4.    Where a rear lot line abuts a residential district, a minimum rear setback of 20 feet shall be provided, unless an alley separates the districts.
   5.    Chimneys, stacks, penthouses and elevated water towers may extend to a height of 62 feet.
