13.26 Home

Occupations

13.26.010 Purpose

This title is intended to provide for those uses customarily conducted entirely within a dwelling and carried on by its occupants. The use must be clearly incidental to the use of the dwelling and may not change the character thereof nor adversely affect the uses permitted in the district of which it is a part. (Ord. 13.26.020 Requirements And Conditions

The requirements and conditions set forth in this section shall apply to any home occupation business allowed as a permitted use:

  1. A home occupation shall be conducted entirely within the dwelling or accessory building and shall not occupy more than 600 square feet of the dwelling or 25% of the rear yard.
  2. A home occupation shall be clearly a secondary use to the dwelling.
  3. No one other than a resident of the dwelling and one other employee shall be employed in the conduct of a home occupation at any one time.
  4. The operation of the home occupation shall not include any activity which unreasonably disturbs the peace and quiet of the neighborhood, including but not limited to, interference of radio, television, or other electronic reception by reason of design, materials, or construction; and shall not produce any noise, smoke, glare, light, fumes, or dust, that interferes with the residential use of adjacent properties.
  5. Hazardous material must be stored in a confined and properly secured space to prevent injuries.
  6. Home occupations shall not receive or generate more than a total of give (10) customers, visitors and/or deliveries per day.
  7. Customers or clients must park either in the driveway of the dwelling or in front of the dwelling only.
  8. The home occupation shall only generate traffic between the hours of 7:00 AM and 8:00 PM.
  9. No open ground space shall be used for a home occupation or for storage of equipment, supplies or products, except the vehicle, and equipment, supplies or products stored within the vehicle, employed by the home occupation.
  10. The home occupation shall not cause a demand for city services in excess of those usual and customary to the use of property for residential purposes.
  11. Signs shall conform to Chapter 13.44

13.26.030 Business License Required

Application for a home occupation use permit shall be made to the City through the business license process. The City shall consent to issuance of a business license upon determining that the Planning Commission has approved the Home Occupation. (Ord. 13.26.040 Term And Renewal

All business licenses for home occupations shall continue in existence and shall be renewed on a year-to-year basis unless the City denies renewal in accordance with the provisions of this title. (Ord. Ordinance 10-2017 Home Occupations, Amended, 12/21/2017)

13.26.050 Revocation

When any home occupation results in an undesirable condition interfering with the general welfare of the surrounding community, the Planning Commission may initiate revocation of the business license. (Ord. Ordinance 10-2017 Home Occupations, Amended, 12/21/2017)

13.26.060 Appeals

Any decision of the City may be appealed to the Board of Adjustment in the manner prescribed in 13.24.060. (Ord. Ordinance 10-2017 Home Occupations, Amended, 12/21/2017)

13.26.070 Permitted Home Occupations

  1. Handyman, contractor offices.
  2. Janitorial, housekeeping, mobile business, and landscaping service offices.
  3. Production of home crafts
  4. Seamstress
  5. Photographer
  6. Event Planner
  7. Designer
  8. Printing business such as clothing and newspaper
  9. Computer, internet sales and/or programming
  10. One customer personal care service such as one chair beauty and barber shops.
