RESOURCE CONSERVATION
This land use category is intended toward providing an open space environment with various protections afforded to the land based on its ability to be developed. By definition, many of the lands in this category have important natural resources requiring protection, as well as physical constraints to development. The activities permitted range from very passive land uses to more active recreational uses, where the activities may involve developed physical features, whether public or private, or open areas.
The districts within this land use category are either located in environmentally sensitive areas, are adjacent to environmentally sensitive areas, or should be located within and along higher density developed areas to provide greenbelt, open space, and recreational opportunities.
Urban development of land in these districts is inappropriate and strictly regulated.
5.3.1.1. Intent and purpose of district.
The preservation district is established to provide for the appropriate development of lands that are environmentally sensitive and for the purpose of preserving these lands so designated in the City of Oldsmar comprehensive plan and land use element. The uses permitted, and the standards for said uses, recognize the need to protect and preserve environmentally sensitive land within the city. The uses of land in this district are regulated to achieve these objectives.
The preservation district shall preserve lands that have such severe natural constraints,
or have unique and important wetland and habitat features, as to be totally unsuited
for urban development. Nonurban uses are permitted as well as uses accessory to certain
types or forms of urban development. In all cases, the proposed use must be compatible
with the natural environment and the surrounding uses.
5.3.1.2. Permitted uses.
1.
Drainage facilities subject to the approval of the city, the county, and the State of Florida.
2.
Wildlife and natural systems preserves.
3.
Subject to the approval of the city council, facilities owned and operated by a public agency.
5.3.1.3. Prohibited uses.
Any use not listed as a permitted use; any use that is obnoxious or offensive by reason of emission of odor, fumes, dust, smoke, gas, noise or vibration or in any other way or manner that adversely affects the environment or the use and enjoyment of abutting property or otherwise having a deleterious effect on the community; residential development of any kind.
5.3.1.4. Building height.
Maximum building height: 35 feet.
5.3.1.5. Maximum area of impervious surface.
Maximum area of impervious surface: 0.10 percent.
5.3.1.6. Maximum floor area ratio.
Maximum floor area ratio (FAR): 0.10 percent.

5.3.1.7. Public/semipublic threshold.
Public/semipublic uses shall not exceed a maximum area of three acres. Such use or contiguous like uses in excess of this threshold shall require a plan amendment.

The conservation district is established to provide for the appropriate development of lands that are environmentally sensitive and that have restricted development potential as designated in the City of Oldsmar comprehensive plan and land use element. The uses permitted, and the standards for said uses, recognize the environmentally sensitive nature of the lands and the need to preserve open space within the city. The uses of the land are regulated to achieve these objectives.
The conservation district shall provide greenbelt, or low-intensity land uses compatible with the natural environment and surrounding uses. The CON, conservation district, shall provide for appropriate development of lands that are designated in the comprehensive plan as residential rural.

5.3.2.2. Permitted uses.
1.
Public and private parks that are open in nature.
2.
Greenbelts.
3.
Golf courses, excluding miniature/adventure golf attractions.
4.
Subject to all approval of the city council, buildings and facilities owned and operated by a public agency.
5.3.2.3. Conditional uses.
1.
Single-family detached residences and customary accessory uses. Home occupations and greenhouses.
2.
Agricultural and horticultural activities of such extent as to supply only the occupant's personal needs, provided that there is no off-site discharge of pollutants, noise or nuisances, including, but not limited to odor, dust, debris or water of deteriorated quality.
5.3.2.4. Building height.
Maximum building height: 35 feet.
5.3.2.5. Building site area requirements.
Minimum lot area: 80,000 square feet.
Minimum lot depth: 150 feet to the front building setback line.
Minimum lot frontage: 150 feet.
5.3.2.6. Minimum dwelling unit size.
Minimum floor area: 2,000 square feet.
5.3.2.7. Maximum impervious surface ratio.
Maximum impervious surface ratio: 0.20 percent.
5.3.2.8. Maximum floor area ratio (nonresidential).

Public and private parks, including ballfields, tennis/racquetball courts, shuffleboard courts, hiking and nature trails, and like uses/activities.
2.
Golf courses, excluding miniature/adventure golf attractions.
3.
Marinas.
4.
Buildings and facilities ancillary to recreation uses.

Maximum building height: 35 feet.
5.3.3.4. Building site area requirements.
There shall be no minimum land area requirement for the recreation/open space district.

Maximum impervious surface ratio: 0.20 percent.
5.3.3.6. Maximum floor area ratio.
Maximum floor area ratio (FAR): 0.20 percent.
