C-4 DOWNTOWN MIXED-USE DISTRICT
The C-4 district provides appropriate development regulations for downtown, the city's central business district. The grouping of uses is designed to strengthen the town center's role as a center for trade, services, office employment, and civic life. Mixed uses are allowed and encouraged within the central business district.

(a)
No building, or part of a building, may be set back from the front yard line further than five feet.
(b)
The building exterior that faces a street is considered a facade. No building facade facing a street shall have the appearance of a rear facade. Architectural details, including materials, textures, patterns, colors, and design features used on the front facade shall be incorporated into all facades facing public streets and easily visible to the public.
(c)
All buildings and developments shall include a direct, clear, and safe pedestrian connection from adjacent public sidewalks to the entrances of buildings within the development.
(d)
All developments shall conform with the downtown design standards.
(e)
The following materials are limited to no more than 25 percent of the total building facade, unless approved by a conditional use permit:
(1)
Metal.
(2)
Porcelain or baked enamel metal panels.
(f)
Existing setbacks shall be maintained.
(g)
Building height and storefront cornice shall be comparable to adjacent structures.
(h)
Distinct cornice must be defined by using a minimum of one of the following design elements:
(1)
Horizontal projection or series of projections from the plane of the wall surface.
(2)
A contrasting, but complimenting, change in color format.
(3)
A complementing change in pattern or texture from the wall surface.
(i)
All outside mechanical and electrical items, such as conduit, piping, vents, and ductwork shall be located out of view to the extent possible.
(j)
Any non-structural items that require external exposure must be painted to match existing or surrounding materials or screened in a manner that is integrated with the surrounding architectural features of the building.
(k)
Materials must be comparable to and consistent with adjacent and surrounding downtown structures, with a focus on enhancing the overall character of the downtown district.
(l)
The following materials are prohibited for any use where they may be visible to the public on building facades:
(1)
Aluminum or vinyl siding and preformed panels.
(2)
Asphalt or wood shingles or siding.
(m)
Awnings must be permanently attached to buildings and mounted to wood or metal framing or mortar joints in accordance with acceptable building code standards.
(n)
Awning shall be maintained in good repair and original appearances must be preserved to the degree practicable.
(o)
Awnings shall be constructed of canvas, vinyl, or similar outdoor and element hardy product.
(p)
Awnings must be:
(1)
Projections over doors or windows that are complimentary and not a detraction from, obtrusive, or obstructive to architectural features over the length or entirety of structures.
(2)
Of a size, shape, design, color, and location that is complimentary to the building and other buildings adjacent to it and within the surrounding downtown area.
(3)
Not of an overly bright or contrasting hue, as to be detrimental to individual structures or the downtown district structural character and architectural continuity.
(q)
Awning lettering shall not comprise more than 30 percent of the total exterior surface of the awning.
