ARTICLE I

Title, Authority and Purpose

§ 171-1 Short title.

This chapter shall be known and may be cited as the "Zoning Bylaw" of the Town of Palmer, Massachusetts," hereinafter referred to as "this chapter."

§ 171-2 Authority.

This chapter is adopted pursuant to the authority granted by Chapter 40A of the General Laws of the Commonwealth of Massachusetts, as amended by Chapter 808 of the Acts of 1975, as amended, herein called the "Zoning Act."

§ 171-3 Purpose.

A. 
This chapter is enacted for the following purposes: to lessen congestion in the streets; to conserve health; to secure safety from fire, flood, panic, and other dangers; to provide adequate light and air; to prevent overcrowding of land, to avoid undue concentration of population; to encourage housing for persons of all income levels; to facilitate the adequate provision of transportation, water supply, drainage, sewerage, schools, parks, open space and other public requirements; to conserve the value of land and buildings, including the conservation of natural resources and the prevention of blight and pollution of the environment; to encourage appropriate uses of land throughout the Town; and to preserve and increase amenities by the promulgation of regulations to fulfill said objectives.
B. 
This chapter was written with careful thought and reasonable consideration to the character of this community. Careful consideration has also been given to defining each district and to the suitability of particular uses within those districts. This chapter was written to help guide land development policies and proposals of the Planning Board, in order to make Palmer a more viable and more pleasing place to live, work, and play.
