165.27 SIGNS

   1.   A Location Permit shall be obtained from the Administrative Officer.
   2.   Temporary signs (not more than 12 months) advertising the sale or lease of the premises shall not exceed 32 square feet in area.
   3.   No use shall have more than one of each type of sign permitted for that use, although each sign may be a double faced or back-to-back sign.
   4.   All signs shall be maintained in a neat and presentable condition and in the event their use shall cease, they shall promptly be removed.
   5.   Signs which are located in such a manner as not to obscure or otherwise interfere with the effectiveness of an official traffic sign, signal, or device or which does not obstruct, or interfere, with the driver’s view of approaching, merging, or intersecting traffic as determined by the Council.
   6.   Properties abutting State highways need to obtain approval from the IDOT.
   7.   In A-1, R-1, R-2, and R-3 Districts the illumination of signs and bulletin boards shall be indirect, non-intermittent lighting.
   8.   In A-1, R-1, R-2, and R-3 Districts the permitted signs shall be located at least eight feet inside the lot line.
   9.   In A-1, R-2, and R-3 Districts the church or public bulletin boards shall not exceed 32 square feet in area.
   10.   In an A-1 District signs shall have a maximum height of 35 feet.
   11.   In an A-1 District agriculture and agricultural service business signs identifying the business or service shall not exceed 32 square feet in area.
   12.   In C-1, C-2, I-1, and I-2 Districts advertising signs, trade, business, or industry identification signs for the business located on the site provided that the following requirements are met:
      A.   One free standing sign per business not to exceed 25 feet in overall height and 100 square feet per face, and at a height not less than 10 feet above the sidewalk or ground and if permitted by special exception.
      B.   Signs attached to a structure shall not project above the height of the structure or more than six feet from the wall of the structure and not to exceed 50 square feet.
      C.   No surface-mounted sign shall exceed 150 square feet in area or cover more than 10 percent of the structure face on which it is located.
      D.   Portable Signs.
         (1)   Shall not exceed 30 days in duration in any six-month period of time.
         (2)   Shall not exceed 32 square feet per face.
         (3)   Shall not be located on the sidewalk if larger than 12 square feet in total area or three feet in width.
   13.   In C-1, C-2, I-1, and I-2 Districts signs which do not resemble any traffic sign, signal, or device are prohibited.
   14.   In C-1, C-2, I-1, and I-2 Districts no projecting wall sign shall be attached to a wall of a structure at a height less than 10 feet above the sidewalk or ground.
   15.   In C-2, I-1, and I-2 Districts billboards are allowed only when granted a special exception.
   16.   In C-1, C-2, I-1, and I-2 Districts rotating beacons are prohibited.
