Pursuant to Section 414.6 of the Code of Iowa, it shall be the purpose of the Planning and Zoning Commission, as established in Chapter 23 to recommend the boundaries of the various original districts and appropriate regulations to be enforced therein. The Planning and Zoning Commission shall make a preliminary report and hold a public hearing thereon before submitting its final report.
